Job Description
VISTA Technology Services, Inc. (VISTA) is currently seeking a Senior Business Financial Management (BFM) Analyst to support our NAVSEA customer in Washington, DC. This is a hybrid position reporting onsite 3-5 days a week.
Responsibilities:
Works independently and is considered an expert in all aspects of Business Financial Management
Reviews deliverables before submission for content, accuracy, timeliness, and presentation of materials
Supports the financial execution, formulates strategic financial plans and correlates financing requirements into executable budgets
Assist with the input, monitoring, validation, tracking and reporting of progress of financial documents through various Navy financial management systems including Enterprise Resource Planning (Navy ERP) and NAVSEA Enterprise Planning System (NEPS)
Maintain program planning and execution spreadsheets to include PR status from creation to acceptance and monitoring funding levels for active appropriations
Provide support in the development of financial related documents that clearly delineate all program contract/contractor, field activity related tasking, deliverable items, and schedules
Track program funding performance against financial database records
Develop briefs, monthly financial status reports, and correspondence
Support Planning, Programming, Budgeting & Execution (PPBE) process, to plan future execution of funding through NAVSEA Enterprise Planning System (NEPS), Program Budget Information System (PBIS) and Computer Optimized Batch Reconciliation Application (COBRA)
Develop briefs, monthly financial status reports, and correspondence including POM (Program Objective Memorandum) briefs, and slideshows for senior leadership
Basic Qualifications:
Bachelor’s Degree AND 10 years of DoD/Navy financial management experience, with 5+ years supporting a DoD acquisition organization OR 15 years of financial management experience with 5+ years supporting a DoD acquisition organization in lieu of a degree
Experience with POM budget/financial analysis
Experience with Navy Enterprise Resource Planning (Navy ERP), Planning, Programming, Budgeting & Execution Process (PPBE), or budget analysis within the DoD
Experience with NAVSEA Enterprise Planning System (NEPS) to track allocations, obligations, expenditures
Knowledge of spend plan formulation and execution, and budgeting processes
Knowledge of financial planning, analysis, and projection for funding requirements
Ability to perform analysis and develop routine and complex financial reports
Financial Team supervisory experience
Proficient with Microsoft Office Suite, including Word, Excel, and PowerPoint
Strong writing, editing, and presentation skills, including with preparing and delivering briefings and reports to senior government executives
Active Secret Clearance
Desired Qualifications:
Experience supporting a Navy Systems Command Program Office, including NAVWAR, NAVSEA, or NAVAIR
Experience with DoD or Navy contracting procedures and regulations
Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification or training
Aptitude with MS Excel
Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $120,000.00 to $145,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
