The primary purpose of this position is: To serve as the 501st Combat Support Wing's (501 CSW) lead for wing plans management, coordination, and distribution; advises Crisis Action Team (CAT) tactics, techniques, and procedures along with response actions for the wing during contingencies and exercises; champions the wing's process management and continuous process improvement programs to support transformation and improvement of wing operations; and performs additional duties as necessary to improve wing readiness and efficiencies.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of and available access to Operations Plans, strategic USAFE operational documents, operational wing plans, and other operational documentation to support mission readiness across the wing. Knowledge of pertinent laws (both US and foreign), regulations, policies, and precedents and local guidelines which affect the wing plans program. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the wing plans program. Knowledge of budgeting and accounting practices to project, monitor and document expenditures. Knowledge of AF, MAJCOM, and wing innovation priorities and requirements to assure a functional and effective innovation program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of safety and security regulations, practices, and procedures. Skill in applying, analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring option for complex, diverse operations and to measure and improve program effectiveness and/or organizational productivity. DATE: 12/17/10 Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and non-supervisory members. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing up/down and laterally within and outside of the organization with tact to build coalitions and relationships in order to shore up a foundation for wing plans and transformation. Ability to calmly and professionally advise personnel and support leadership during a crisis. Ability to retain knowledge of documents and plans to inform execution of duties in crisis and promote utilization with subordinate wing units. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Leads team of personnel to execute duties in support of Wing Plans and Transformation (XP) section.
- Directs and manages wing plans program and serves as subject matter expert on all relevant higher headquarters, wing, installation, and transformation plans.
- Advises Crisis Action Team (CAT) and wing command and control and emergency/contingency response operations.
- Serves as wing focal point for all wing innovation efforts to include process management and continuous process improvement programs.
- Performs supervisory personnel management responsibilities.

Conditions of Employment Cont.:
- This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
