Overview

Nakupuna is looking for a Policy Analyst to support a DoW Field Activity reporting to OUSW(R&E) at Ft. Belvoir. This position will provide cross-cutting support to include drafting and preparing DoW communications and issuances, project management, and governance and outreach efforts to a rapidly changing organization.

Responsibilities

  • Independently draft and prepare written DoW communications and issuances, including but not limited to: Department of War Instructions (DoWI), Department of War Directives (DoWD), Department of War Manuals (DoWM), Directive-Type Memorandums (DTM), Administrative Instructions, and forms that adhere to DoW and legal standards and leveraging the appropriate DoD style guides and templates
  • Support governance, policy, and stakeholder outreach efforts to include Principal Staff Assistants and Military Departments
  • Review & co-author content for strategic planning and leveraging DoW writing style guidelines, and coordination with internal and external partners
  • Research, outline, write, and edit content, working closely with various departments to understand project requirements and develop high-quality pre-brief and read-ahead materials that are comprehensive and digestible for senior-level executive leadership
  • Understand the Department's formal coordination process and follow the program policy and procedures for the creation, coordination, control, revision, cancellation, and approval of forms within the DoW
  • Gather information from subject-matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation
  • Prepare and review presentations and provide strategic communications support to internal and external DoW stakeholders with a consistent voice across all documentation
  • Participate and facilitate sessions or workshops with stakeholders to optimize business capabilities delivery
  • Identify opportunities for enhancing shared service offerings within the client organization and develop client relationships
  • Identify, gather, and organize narrative and statistical information using established methods, techniques, and precedents, extracting data from authoritative sources, and comparison of past and present information
  • Other duties as assigned


Qualifications

The ideal candidate can develop high-quality written communications for the Federal Government and demonstrates the ability to comprehend, analyze, and synthesize complex processes and data into digestible and informative graphics and written content. The ideal candidate is a self-starter, capable of seamless work individually or in a team environment. Specifically, the candidate is familiar with and has experience with the following technical knowledge, skills, and abilities:
  • Experience working for the DoW and familiarity with the OSW organizations and supporting senior level officials is preferred.
  • Experience writing DoW issuances, such as DoWIs, DoWDs, DoDMs, DTMs, Administrative Instructions, and other written communications for the DoW.
  • Demonstrated ability to write in a clear and concise manner and articulate correspondence with a focus on quality control and attention to detail.
  • Proven ability to quickly learn and understand complex subject matter to create aesthetically pleasing presentations and/or digestible data visualizations geared towards executives.
  • Experience writing documentation and procedure manuals for various audiences.
  • Superb written communication skills and a keen eye for detail.
  • Proficient skills in Microsoft Office applications (Word, Excel, Outlook, and PowerPoint), Adobe, SharePoint, and use of office equipment is required.
  • Experience with delivering high-quality client service and demonstrated professionalism in a fast-paced environment.
  • Strong analytical and problem-solving skills and experience exercising professional judgment.
  • Ability to manage multiple tasks independently, work under pressure, and adapt quickly to changing requirements.
  • Experience with tasker management and correspondence is preferred
  • Experience creating actionable deliverables.
  • Excellent interpersonal and organizational skills.
  • Demonstrated bias for action and innovation.

Education and Experience:
  • This position requires three to five years of relevant professional experience. Experience working in or directly for the DoW is required.
  • This position requires a Bachelor's degree from an accredited university or college.

Location: Onsite at Ft. Belvoir, Virginia.

Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
