Responsibilities

Position Overview

The Agile and Cloud Subject Matter Expert (SME) supports multiple FAA program capabilities and segments, including future upgrades, Cloud adoption/expansion, API Management, and other emerging initiatives. This role plays a critical part in advancing cloud adoption, Agile delivery maturity, and DevSecOps transformation in alignment with the FAA's Automation Evolution Strategy (AES).

The SME ensures that providing flight data, airspace information, and related capabilities are delivered through a secure, scalable, and cloud-integrated service-oriented architecture.

Key Responsibilities
  • Support Agile and cloud transformation initiatives across FAA Program segments, including technology upgrades and system enhancements, cloud-based solutions, and API Management
  • Align capabilities and delivery practices with FAA Automation Evolution Strategy (AES) objectives
  • Lead adoption and implementation of Agile methodologies (e.g., Scrum, SAFe) across program teams
  • Drive DevSecOps practices, including CI/CD pipeline development, automated testing, and secure code integration
  • Provide guidance on cloud architecture, migration strategies, and optimization within AWS, Azure, or similar environments
  • Enhance cloud-native capabilities, ensuring scalability, resilience, and performance of services
  • Collaborate with engineering, architecture, and operations teams to modernize infrastructure and service delivery models
  • Implement and improve service monitoring, observability, and performance management capabilities
  • Support authentication, authorization, and security enhancements across platforms and services
  • Facilitate cross-team coordination to ensure alignment between Agile delivery, cloud infrastructure, and mission requirements
  • Identify process improvement opportunities to accelerate delivery timelines and increase operational efficiency
  • Provide technical leadership and mentorship to teams adopting Agile, cloud, and DevSecOps practices

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field and 16+ years of relevant experience in API management, enterprise integration, or large-scale system modernization;
    • or, a Bachelor's degree with an additional 19 years of experience;
    • or, an Associates Degree with an additional 21 years of experience
  • Experience supporting FAA, NAS systems, or similar federal/aviation programs
  • Strong knowledge of Agile frameworks (Scrum, SAFe) and experience leading Agile transformations
  • Hands-on experience with cloud platforms (AWS, Azure, or GCP) and cloud-native architectures
  • Experience implementing DevSecOps practices, including CI/CD pipelines and automated testing frameworks
  • Knowledge of service-oriented architecture (SOA), microservices, and distributed systems
  • Experience with system monitoring, observability tools, and performance optimization
  • Understanding of authentication and security frameworks in cloud environments
  • Strong collaboration and communication skills across technical and non-technical stakeholders
  • U.S. Citizen or Green Card Permanent Resident (3+ years U.S residency)

Desired Qualifications

  • Familiarity with NAS systems, aviation data services, or air traffic management environments
  • Knowledge of federal cybersecurity and compliance frameworks (e.g., NIST, FISMA, FedRAMP)
  • Experience with containerization and orchestration technologies (Docker, Kubernetes)
  • Background in infrastructure-as-code (e.g., Terraform, CloudFormation)
  • Certifications in Agile (CSM, SAFe), cloud platforms (AWS, Azure), or DevSecOps practices
  • Experience implementing advanced monitoring and observability tools (e.g., Prometheus, Grafana, Splunk)
  • PMP, ITIL, or related process and program management certifications

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
