In this position Serco is looking for a Total Ship Computing Environment Infrastructure (TSCEi), ZUMWALT Combat System (ZCS), Total Ship Computing Environment (TSCE) Military Analyst like you who has experience providing and assessing the Fleet's Material Condition of Readiness to join our team. You will be part of a team of subject matter experts that works closely with the NAVSEA customer to deliver quality modernization solutions to the Surface Navy. This team has been recognized by the Navy for their outstanding contributions to the contract and program. Our team takes a customer and employee approach to ensure a positive Team working environment. The TSCEi/ZCS/TSCE Military Analyst provides system-focused support to U.S. Navy Fleet concentration areas. Fleet Technical members provide recommendations to "real-time" readiness issues as well as design specifications, procedures, policies, and ship alterations review in support of the Navy.
This position provides direct support to the Surface Fleet by executing oversight of lifecycle management, maintenance planning, and resolution of high-visibility CASREPs and Fleet priority issues. The role requires extensive coordination across the Surface Warfare Enterprise, including NAVSEA, Naval Surface Warfare Centers, Type Commanders (TYCOMs), operational Fleet units, Regional Maintenance Centers (RMCs), SURFMEPP, Planning Yards, and other Naval field activities. The team enhances NAVSEA'S mission of Fleet Technical Readiness support by providing focused support to surface ships TSCEi/ZCS/TSCE systems in planning, coordination, and execution of modernization initiatives in alignment with the Navy Modernization Process Management and Operations Manual (NMP-MOM). This role ensures compliance with established governance, configuration management, and modernization milestones to deliver operational improvements efficiently and effectively and an understanding of Navy Modernization Process principles and documents to provide both the technical approval and execution perspective, ensuring the Fleet attains its goal of assessing life-cycle sustainment cost and performance ensuring government accountability for sustainment efforts. Minimal travel is expected.
Additionally, this position serves as a key liaison with Naval activities to address emergent Fleet tasking, and execution of technical and corrective actions across all combatant ship classes.

To be successful in this role, you will:
- Maintain and update records within the Electronic Advisory Record Repository and Tracking System (eARRTS), ensuring traceability and completeness.
- Utilize authorized Navy communication systems, including the Naval Common Message Processor (CMP), to prepare and submit advisory communications.
- Draft, coordinate, and support Naval Advisory Messages responding to fleet material issues, operational risks, and safety concerns in compliance with Navy policy and NAVSEA guidance.
- Apply NAVSEA electronic business and technical systems (eFORMS, eDFS, eSHOCK, eHAR, eLAR, and similar tools) to support advisory development and technical workflows.
- Provide primarily TSCEi/ZCS/TSCE as well as Aegis material readiness support to in execution of Readiness Evaluations.
- Provide specialized technical and analytical equipment support such as bridge control systems, fire-control and communication systems, navigational sensors, combat systems and ship's networks, new communications requirements, troubleshooting, network centric navigation data flow, communications circuits, engineering control systems, Total Ship's Computing Environment, Mission Package Computing environment and Aegis system.
- Collaborate with engineering teams to validate technical requirements and integration plans.
- Participate in technical working groups, integrated product teams, fleet support forums, and contract‑related analytical activities.
- Apply critical thinking and engineering judgment to decompose complex shipboard system problems and recommend viable technical solutions.
- Analyze equipment failures, casualty reports, and maintenance actions; develop technical findings and recommendations for adjudication and corrective action.
- Make improvement recommendations and participate in Technical Meetings to capture meeting minutes, comments, concerns, Lessons Learned.
- Provide written engineering, technical, and analytical assessments of material condition, TSCEi/ZCS/TSCE, Aegis readiness, preparation of PowerPoint Briefs, Excel Spreadsheets to track ships progress.
- Review and support development of technical documentation, including installation drawings, engineering analyses, and standard installation procedures.
- Extract, evaluate, and analyze operational data from government databases, TAVRs, and other authoritative Navy sources to support stakeholder decision making.
- Support the Navy SCD Modernization Process Management and Operations Manual (NMP-MOM) to ensure compliance with established governance, configuration and modernization efforts.
- Assist in developing class specific ship alteration documents providing recommendations for modernization that can be implemented during availability planning.
- Interact directly with the Technical Community in planning and prioritizing maintenance and modernization efforts.
- Perform lifecycle engineering assessments, including sustainment, configuration management impacts, modernization considerations, and maintenance effectiveness.
- Prepare briefing materials, presentations, and metrics summarizing modernization process performance and improvement initiatives for leadership decision-making.
In this role, you will require:
- Active DoD secret security clearance
- Bachelor's degree 8 years relevant shipboard work experience with shipboard TSCEi/ZCS/TSCE and Aegis bridge control systems, fire-control and communication systems, navigational sensors, combat systems and ship's networks, network centric navigation data flow, communications circuits, engineering control systems
- or High School Diploma 10 years' applicable work experience with TSCEi/ZCS/TSCE, and Aegis system, Work experience may be adjusted for highly specialized NEC or unique prior Naval Surface Warfare experience
- Knowledge of U.S. Navy ship configuration, management principles, processes, and activities
- E6/E7/E8/Jr SWO e xperience as Work Center Supervisor / Mission Control Supervisor onboard DDG 1000 Class
- Proficient in the use of Microsoft Office Suite
- 10% travel required.
