Responsibilities
The API Management Business Process Subject Matter Expert (SME) for FAA Program Modernization serves as a cross-functional leader responsible for optimizing business models and operational processes supporting the SWIM Replanning initiative. This role ensures effective lifecycle management of API services within the National Airspace System (NAS), enabling secure, reliable, and data-driven service delivery.
The SME collaborates closely with API producers, product owners, engineers, governance bodies, operations teams, and key stakeholders to manage platform operations (e.g., Gravitee), enforce API governance, and drive continuous improvement across the API ecosystem.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Key Responsibilities
- Lead and support business process improvement initiatives aligned with FAA Program objectives
- Oversee the full API Management lifecycle, including governance, planning and design, development and testing, deployment and monitoring, and retirement
- Manage day-to-day operations of the API management platform (e.g., Gravitee), ensuring platform stability and performance
- Partner with FAA API producers and engineering teams to onboard new APIs and services into the FAA ecosystem
- Review, govern, and approve API designs to ensure compliance with enterprise architecture, security, and FAA/NAS standards
- Monitor API performance, availability, and usage analytics to ensure service reliability and operational insight
- Develop and maintain governance frameworks, policies, and procedures for API management
- Collaborate with stakeholders to define and refine API business models, service offerings, and operational workflows
- Identify process gaps and implement continuous improvement strategies to enhance efficiency, scalability, and service quality
- Support operational readiness activities, including documentation, training, and stakeholder communication
- Ensure APIs meet safety, reliability, and regulatory requirements within the National Airspace System
Required Qualifications
Master's degree in Information Technology, Computer Science, Engineering, Business, or a related field and 16+ years of relevant experience in API management, enterprise integration, or large-scale system modernization;
- or, a bachelor's degree with an additional 19 years of experience;
- or, an Associates Degree with an additional 21 years of experience
- Demonstrated experience supporting FAA, NAS systems, or similar large-scale federal aviation or transportation programs
- Strong knowledge of API lifecycle management, governance frameworks, and service-oriented architecture (SOA)/microservices
- Hands-on experience with API management platforms (e.g., Gravitee, Apigee, Mulesoft, AWS API Gateway, Azure API Management)
- Experience working across cross-functional teams including engineering, operations, governance, and product management
- Strong understanding of system reliability, performance monitoring, and analytics
- Experience developing and implementing business processes and operational workflows in complex environments
- Excellent communication and stakeholder engagement skills
- U.S. Citizen or Green Card Permanent Resident (3+ years U.S. Residency)
Desired Qualifications
- Experience with FAA modernization programs
- Familiarity with NAS architecture, air traffic systems, or aviation data exchange frameworks
- Knowledge of federal compliance standards, including security and governance frameworks (e.g., NIST, FISMA)
- Experience with Agile, DevSecOps, and CI/CD practices in API-driven environments
- Background in data governance, service design, or digital transformation initiatives
- Experience driving organizational change and process transformation across large programs
- Certification in API management platforms or cloud environments (AWS, Azure, GCP)
- PMP, ITIL, or similar process/governance certifications
