Position Overview
The Enterprise Architecture Subject Matter Expert (SME) serves as a technical leader supporting reusable, autonomous, and technology-agnostic services to support FAA business processes, cloud-native design, and API governance initiatives within FAA Program modernization. This role ensures that supported FAA platforms meet mission requirements for performance, security, compliance, and scalability while accelerating delivery through modern engineering practices.
The SME leverages SOA principles to drive digital transformation by enabling organizations to create reusable APIs and services, provides cross-cutting integration support across engineering workstreams, aligning technical decisions, resolving dependencies, and ensuring cohesive architecture and sequencing across the program.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Key Responsibilities
- Provide enterprise architecture leadership for supported program initiatives, including development of target architectures, solution blueprints, reference architectures, and technology roadmaps
- Define and promote modern architectural paradigms like microservices and API-led connectivity and messaging infrastructure patterns to support scalable, secure, and interoperable services within the FAA ecosystem
- Lead cloud-native architecture design efforts, ensuring alignment with modern engineering practices (e.g., microservices, containerization, DevSecOps)
- Develop and maintain a unified set of operational procedures and process documentation governing stakeholder interaction with messaging services
- Define roles, responsibilities, decision points, and coordination mechanisms across program teams and external stakeholders
- Translate complex architectural and governance concepts into practical, actionable guidance for service producers and consumers
- Support the transition of enterprise services to new cloud-based environments, ensuring continuity and operational readiness
- Collaborate with governance team to align operational processes with evolving governance frameworks
- Interpret governance requirements and convert them into implementable procedures and operational workflows
- Coordinate across engineering workstreams to de-conflict technical dependencies and ensure alignment on sequencing and key decision points
- Support technical integration activities, ensuring consistent architecture and interoperability across systems and services
- Ensure solutions meet performance, security, compliance, and mission-critical requirements within the National Airspace System (NAS)
Required Qualifications
Master's degree in Computer Science, Information Technology, Engineering, or a related field 12+ years of experience in enterprise architecture, modern architectural paradigms like microservices and API-led connectivity, messaging infrastructure, or large-scale system integration
- or, a bachelor's degree with an additional 15 years of experience;
- or, an Associates Degree with an additional 17 years of experience
- Demonstrated experience supporting FAA NAS systems, or comparable federal/aviation modernization programs
- Expertise in technologies like REST, GraphQL, gRPC, messaging systems, and enterprise integration patterns
- Experience with API management and governance frameworks in complex, distributed environments
- Hands-on experience with cloud-native architectures and platforms (e.g., AWS, Azure, Kubernetes, containerization)
- Experience developing architecture artifacts, including target architecture, reference models, and technical roadmaps
- Proven ability to translate governance and architectural requirements into operational processes and procedures
- Experience working across cross-functional teams, including engineering, governance, and program leadership
- Strong communication and stakeholder engagement skills
- U.S. Citizen or Green Card Permanent Resident (3+ years U.S. Residency)
Desired Qualifications
- Experience with FAA program modernization initiatives or similar aviation data exchange environments
- Familiarity with NAS systems, air traffic management systems, or aviation communication networks
- Knowledge of federal compliance and security frameworks (e.g., NIST, FISMA, FedRAMP)
- Experience with Agile, DevSecOps, and CI/CD pipelines in enterprise environments
- Background in process engineering, business process modeling, or operational transformation
- Experience supporting large-scale system transitions or modernization efforts
- Certifications in cloud platforms (AWS, Azure, GCP) or architecture frameworks (TOGAF)
- PMP, SAFe, or ITIL certifications
