About the Role
Blue Rose Consulting Group, Inc.(Blue Rose) is seeking highly qualified professionals to serve as Behavioral Health Specialists within the Emergency Repatriation Team (ERT), supporting the U.S. Department of Health and Human Services' (HHS) Emergency Repatriation Program.
As an ERT-OH&S Section Chief - Behavioral Health Specialist, you will provide leadership and licensed behavioral health support to individuals and families returning to the United States during emergency repatriation events. This role requires a blend of clinical expertise, trauma-informed practice, and operational readiness within an emergency management framework.

As an ERT-OH&S Section Chief - Behavioral Health Specialist, you will provide leadership and licensed behavioral health support to individuals and families returning to the United States during emergency repatriation events. This role requires a blend of clinical expertise, trauma-informed practice, and operational readiness within an emergency management framework.
Key Responsibilities
- Serve as the Behavioral Health Section Chief within the Incident Command System (ICS) structure during deployments.
- Provide clinical oversight and leadership to behavioral health staff, ensuring trauma-informed, culturally competent, and ethical service delivery.
- Deliver direct behavioral health support including assessment, counseling, crisis intervention, and psychological first aid to repatriates.
- Coordinate with medical, case management, planning, and logistics staff to ensure integrated support operations.
- Develop and implement behavioral health response plans, SOPs, and after-action reports in alignment with HHS and ICS requirements.
- Mentor, supervise, and support behavioral health personnel in the field.
- Maintain accurate and timely documentation of services provided.
- Represent the Behavioral Health Section in ERT briefings, planning cycles, and interagency coordination meetings.
Minimum Qualifications
- Active, unrestricted clinical license (e.g., LCSW, LPC, LMFT, Psychologist, or equivalent) in good standing in at least one U.S. jurisdiction.
- 5+ years of clinical behavioral health experience, with at least 2 years in leadership, supervisory, or program coordination roles.
- Demonstrated experience providing crisis intervention, trauma-informed care, or disaster behavioral health services.
- Familiarity with ICS, NIMS, and mass care operations.
- Excellent communication, leadership, and decision-making skills under pressure.
- Ability to travel and deploy on short notice, as required by mission needs.
- Successful completion of a background check.
Preferred Qualifications
- Prior experience with HHS, ACF, OHSEPR, or similar federal emergency response programs.
- Deployment experience with FEMA, Red Cross, or other disaster response organizations.
- Completion of FEMA Independent Study courses (IS-100, 200, 700, 800, 366, 242, 241, 240, 2200, 2901, 405, 1152).
