Job Description

Duties
Help
  • Approve multi-year and long-range goals and objectives and work plans, assign and evaluate work.
  • Develop performance standards used to appraise work, give advice and instructions, as required.
  • Provide command and control over multiple areas of responsibility such as Transportation Battalions (TB), Transportation DETs, and attached Deployment Support Command units.
  • Develop and assign goals and objectives for supervisors or managers of subordinate organizational units or lower organizational units.
  • Supervise, manage and coordinate Brigade level staff, assigning priorities and responsibilities to support the Command's Lines of Effort
  • Provide technical advice to subordinate units to expedite terminal operations and port clearance.
  • Utilize multiple transportation systems to manage data and facilitate operations.
  • Support the Joint Deployment and Distribution and Materiel Enterprises.
  • Evaluate productivity and efficiency of organizational missions, objectives, procedures and regulatory framework of transportation/logistics management programs.
  • Synchronize surface transportation operations with United States Indo-Pacific Command (USINDOPACOM), United States Army, Pacific (USARPAC), United States Forces, Korea (USFK), and United States Forces, Japan (USF J).
  • Synchronize Reserve support and integration for mission planning and operations.
  • Recommend budget and staffing requirements for the organization to ensure that mission workload can be met.
  • Direct oversight of staff functions/activities associated with administrative (personnel/logistics) and resource management (budget/force structure) execution.
  • Monitor contractor/commercial carrier performance and compliance.
  • Analyze transportation assessment reports to prepare consolidated reports to commands, commercial industry and host nation organizations.
  • Coordinate and synchronize efforts with 2/3/4 Star Commands, General Officers and Senior Executive Service Civilians to meet mission transportation requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to overseas deployments.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring comprehensive background investigation is required.
  • Position has been designated as Emergency-Essential which takes precedence over any transportation agreement or military recall status. In event of a crisis situation/wartime, incumbent must continue to perform duties/requirements of the position.
  • This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in these or successor positions.
  • Your preference, career objectives, and compelling personal needs may be considered, but are not binding on management. Future assignments will be to a position at the same permanent grade or higher-grade dependent upon eligibility.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1.) Overseeing joint operation planning processes such as managing surface distribution movements covering shipping, tracking cargo (in-transit visibility) and providing technical and transportation support. 2.)Conducting port operations; monitoring capabilities of transportation/distribution systems to meet Combatant Command (COCOM) movement timelines; and/or 3.) Analyzing the effectiveness of transportation management and system concepts using doctrine, policy, plans, or procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
