To qualify based on your experience, your resume must describe two years specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by leading complex organizations and cyber operations programs by planning, managing, and executing complex initiatives ideally within the field of cyberspace operations; managing personnel and budget resources while providing technical direction and management advice on workforce and administrative matters such as personnel grievances, hiring practices, and facilitating employee development and training; improving operational processes by identifying gaps and implementing policy and procedural solutions to enhance existing business practices within the Directorate of Operations; and leading teams with High Emotional Quotient (EQ) capacity to operate with limited higher-level guidance and execute meaningful administrative requirements.

- Provides the point of capture and leads J3 Executive Team initiatives to J3 Division Leaders to execute the J3 Director's priorities to define and validate requirements for, document and justify.
- Allocate available assets (e.g., personnel, space, IT, funding, training allocations, contracts) to address the mission and achieve the J3's/Commander's primary program objectives.
- Oversees and coordinates with the J3A Division Chief the development and execution of supplemental J3 budget and funding requests.
- Point person for Staff Judge Advocate and Inspector General actions and oversees and nominates appropriate personnel to match specified requirements from both offices.
- For more complex projects, captures these project planning elements incomprehensive plans of action and milestones (POAMs) that documents participant roles/responsibilities, key milestones, work products, and means of assessing their adequacy.
- Oversees execution of activities to collaborate with internal and external military and civilian personnel management support competencies to affect personnel recruiting, assignment, development, and training programs, awards, bonuses and evaluations
- Serves as the Senior J3 Civilian Service Leader. In collaboration with the J3 Leaders, defines an organization structure that ensures efficient, effective use of available personnel assets.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Employee must pass screening for illegal drug use prior to appointment and periodic drug screening thereafter.
- The incumbent must meet NSA security requirements.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 20% of the time.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Mission Essential designated employees are defined for peacetime operations. Employees required to remain on duty or report to work regardless of any general announcement.
- Mission Essential positions must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations.
- This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
