Duties
The primary purpose of this position is: As an Air Reserve Technician (ART) officer serves as the Chief of Logistics Installation and Aircraft Maintenance Branch providing staff direction and guidance that assures organizational and a complete range of logistics readiness, planning and support to aircraft maintenance and logistic processes.
DUTY 1: Provides staff direction and guidance to aircraft maintenance activities subordinate to the NAF to ensure policy, plans and programs are carried out effectively. Recommends changes which would improve aircraft maintenance efficiency or readiness.
DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
DUTY 3: Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management in HAF, other MAJCOMs as well as throughout the Command, NAF, wing and base.
DUTY 4: Applies operational planning strategy to assist and assess unit readiness. Collaborates with key organizational personnel to resolve critical issues which impacts mission operation. Evaluates organizational requirements and provides recommendations to the Commander/Director for approval.
DUTY 5: Oversees the development and maintenance of NAF Readiness Plans. Analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity. Manages the development of long range plans, program goals, policies, and procedures dealing with data systems and force capability.

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent in Federal service. This experience includes formulating program goals, plans, and procedures for the organization's mission objective related to logistics and aircraft maintenance readiness and providing management advisory technical guidance on issues related to program area.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and AFRC operation concepts, maintenance policies and procedures, to include AFRC weapons systems and associated maintenance equipment.
2. Knowledge of military operational principles, practices, and organization; ability to recognize the interrelationships of the various aspects of operating programs; and, skill in integrating and analyzing such information in order to evaluate overall program status.
3. Skill in retrieving current or historical information from currently used Air Force maintenance/logistics data systems to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations.
OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.
2. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions.
4. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
5. Must be able to obtain appropriate security clearance.
6. Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
