Job Description
Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies and critical infrastructure sectors, is seeking a Design, Monitoring, and Evaluation Specialist to support the Haiti End-Use Monitoring (EUM) program based in Port-au-Prince, Haiti.
Design, Monitoring, and Evaluation Specialist
Location: Port-au-Prince, Haiti (OCONUS, full-time in-country)
Security Clearance: Secret (required)
Citizenship: U.S. Citizen required
POSITION SUMMARY
The Design, Monitoring, and Evaluation (DME) Specialist position supports efforts to be performed by Amentum to ensure the monitoring of assets subject to End-Use Monitoring (EUM) requirements that have been transferred by the customer to the Government of Haiti (GoH).
The DME Specialist is responsible for designing and implementing the program, including tool development, data collection, and field supervision, to generate high-quality evidence on program performance and outcomes.

WORKING CONDITIONS & SECURITY REQUIREMENTS
This position is based full-time in Port-au-Prince, Haiti. Given the high-threat security environment, all personnel must adhere to strict security protocols, including the use of armored vehicles for field work. Personnel must be medically fit for deployment, maintain appropriate insurance coverage including medical evacuation, and complete all required health and security training prior to arrival in country.

KEY RESPONSIBILITIES
- Perform an audit of existing EUM protocols, investigating process weaknesses, and suggesting improvements.
- Review documentation, observe the EUM team in the field, and analyze the composition/work requirements of the EUM team.
- Provide technical guidance and produce tools (i.e. quick reference guides) as a resource for EUM personnel.
- Review, clean, validate, and analyze large amounts of data, ensuring data integrity and readiness for decision-making and external reporting.
- Prepare clear, funder-ready analytical reports and professional data visualizations that translate complex findings into actionable insights and demonstrate results against agreed indicators and targets.
- Brief stakeholders on performance findings, recommend revisions to monitoring procedures, and provide technical guidance and tools for field staff.
- Will perform other duties as assigned.
REQUIRED QUALIFICATIONS
- Minimum three (3) years of experience in process mapping, auditing, data analysis, and/or monitoring and evaluation.
- U.S. Citizen
- Secret Clearance
- Experience in assessing risks, reviewing internal controls and procedures, identifying process weaknesses and inefficiencies
- Data analysis / administration background
- Fluent in English, additional fluency in French and/or French Creole preferred
- Proficient computer skills including Microsoft Word, Excel, and Outlook
- Proven ability to produce clear, concise, written reports and presentations in English
- Based in Port-au-Prince, Haiti
- Able to drive armored vehicles
- Excellent interpersonal skills
- Bachelor's degree
PREFERRED QUALIFICATIONS
- Fluency in French and/or Haitian Creole
- Familiarity with U.S. Department of State program compliance frameworks
- Experience operating in high-threat, post-conflict, or complex overseas environments
- Experience auditing property accountability
