Job Description

Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies and critical infrastructure sectors, is seeking an End Use Monitoring Specialist to support the Haiti End-Use Monitoring (EUM) program based in Port-au-Prince, Haiti.

End Use Monitoring (EUM) Specialist

Location: Port-au-Prince, Haiti

Security Clearance: Ability to obtain MRPT if U.S. Citizen

Citizenship: U.S. Citizen or Foreign National

Position Summary:

The End Use Monitoring Specialist is responsible for monitoring and evaluation actions to guarantee appropriate use, accountability, and compliance of equipment, materials, and resources. The EUM Specialist upholds program integrity through field inspections, documentation, and identification or misuse. The EUM Specialist operates in high-risk environments and must have adaptability, awareness, and technical expertise. This role requires professional and culturally sensitive engagement with U.S. and Haitian counterparts, including Haitian government officials making fluency in Haitian Creole essential to effective performance.

Key Responsibilities:
  • Conduct monitoring inspections to verify proper utilization, security, and accountability of assets
  • Perform site visits and inspections in high-threat environments
  • Document inspection findings and prepare detailed reports
  • Identify risks, discrepancies, or misuse and report findings to appropriate personnel
  • Work closely with teams to review their current procedures and discuss best practices and solutions to challenges
  • Maintain accurate records of inventories, including serial numbers, barcodes, photos, and supporting documentation
  • Support monitoring and evaluation activities
  • Demonstrate professionalism and cultural sensitivity when engaging stakeholders


Required Qualifications:
  • Minimum of three (3) years of experience in export compliance, defense logistics, property/asset accountability, supply chain management, or monitoring and evaluation
  • Ability to conduct field inspections in challenging environments
  • Strong analytical and organizational skills, risk assessment abilities, and independent operational skills required
  • Fluency in Haitian Creole required; proficiency in French preferred
  • Proficiency in Microsoft Office Suite and compliance tracking systems
  • Ability to travel throughout Haiti without restrictions
  • Ability to drive armored vehicles
  • U.S. Citizen or Foreign National
  • U.S. Citizens must be able to obtain a Moderate Risk Public Trust clearance
  • Based in Port-au-Prince, Haiti


Working Conditions & Security Requirements

This position is based full-time in Port-au-Prince, Haiti. Given the high-threat security environment, all personnel must adhere to strict security protocols, including the use of armored vehicles for field work. Personnel must be medically fit for deployment, maintain appropriate insurance coverage including medical evacuation, and complete all required health and security training prior to arrival in country.
