SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Comprehensive knowledge of air mobility operations and logistical planning requirements for Command Post or Field Training Exercises involving the employment of air mobility assets in a variety of strategic and tactical environments conveying all aspects of operational utility from deployment and redeployment of personnel, equipment and cargo, to search and rescue, airdrop, and special operations. In-depth knowledge of aircraft operational concepts and underlying USPACOM goals in order to make independent decisions concerning the planning, coordinating, and scheduling of PACAF aircraft flying air mobility missions. In-depth knowledge of aircraft capabilities and limitations to include range, fuel requirement, configuration, and landing and takeoff weight restrictions to ensure that safe and proper mission scheduling have been accomplished. Broad knowledge of station and country restrictions in the USPACOM AOR to ensure scheduling will not conflict, and cargo and passenger movement will not be unnecessarily delayed. Thorough knowledge of air mobility information systems and tools for planning and executing air mobility exercise missions, e.g., the Joint Operations Planning and Execution System (JOPES), Consolidated Air Mobility Planning System (CAMPS), Global Decision Support System (GDSS), Logbook, Single Mobility System (SMS), and Automated Computer Flight Planning (ACFP). Knowledge of worldwide diplomatic aircraft and personnel country clearance requirements necessary to plan missions transiting or landing in countries around the world. In the case of short-notice mission requirements, knowledge of diplomatic clearances, telephone, and message contacts to ensure high-priority missions are not delayed. Thorough knowledge of aircrew requirements, such as crew duty day, crew rest and alert times, and minimum ground times for all PACAF aircraft so that enroute mission requirements can be arranged. Broad knowledge of the US Air Force air mobility organizations, supporting agencies, command structure, operational functions, manning, and their relationship to the 613 AOC/AMD. Broad knowledge of US Air Force air mobility enroute infrastructure capabilities and limitations in the USPACOM AOR and the flow pattern of air mobility missions transiting their locations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Help
- Directs AMD exercise planning and scheduling of airlift support for JCS/USPACOM/PACAF directed exercises.
- Applies Air Force military experience to develop and evaluate detailed exercise plans, budgets, goals, and objectives for exercise execution.
- Communicates with/acts as an interlace with other agencies regarding exercise planning.
- Prepares and delivers oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned exercises and projects.

- Broad knowledge of DOD air mobility operations, command relationships, practices, policies, procedures, goals and objectives to effectively plan and exercise USPACOM theater readiness operations.
- Ability to communicate effectively, both orally and in writing, to negotiate complex issues, inform leadership, make sound recommendations, and maintain good working relationships.
- Ability to plan, organize, and lead to effectively manage and direct transportation planning activities and evaluate and resolve technical issues in meeting scheduled deadlines. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work.
