Job Description
Koniag Professional Services, LLC, a Koniag Government Services company, is seeking a DSCA Budget Formulation SME with an active Secret security clearance to support KPS and our government customer in Arlington, VA. This position follows a hybrid work schedule, requiring a minimum of two days per week onsite in Alexandria, VA.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
Advise the Government on technical and functional aspects of the Budget Formulation (BF) Tool to optimize how the agency uses the BF Tool. At a minimum, tasks will include:
- Design, develop, and implement processes for DSCA Programming and Budget Formulation, to include writing guidance, gaining stakeholder input, POM development, and Budget Submissions across the DSCA Enterprise.
- Design, edit, maintain, and follow the established Integrated Master Schedule (IMS) that reflects all tasks required to complete this effort, including both Contractor and Government tasks.
- Maintain configuration documentation.
- Ensure Quality control plans are upkept.
- Develop and recommend process improvements that will enable the agency to execute Programming and Budget Formulation activities effectively and efficiently.
- Provide input for process improvement, transactional, and functional in nature, to include creating or updating standard operating procedures.
- Track trends to look for common issues and areas for training opportunities to improve both functionality and transactional success.
- Develop training materials as required for agency users.
- Develop, maintain, and lead Programming and Budget Formulation training sessions to agency stakeholders.
- Assist with development and status updates of Agency-approved Budget Formulation plans and milestones.
- Ensure POM and Budget Submissions are completed on time and correctly, to include all required documentation and exhibits.
- Perform agency Programming and Budget Formulation data management to ensure integration and data integrity.
- Provide the agency with a Monthly Status Report to provide details of progress and issues.
Requirements:
- Must be a U.S. Citizen.
- Active Secret clearance.
- Bachelor's degree from an accredited university required, degree in finance or a related business field preferred.
- 10 years of experience in Budget Formulation, Programming, and Training.
- Experience in Hyperion and/or EPM is preferred.
- Experience in developing and presenting briefing materials to senior leaders.
- Experience supporting Federal Financial Management business operations.
- Excellent communication, customer service, and organizational skills.
- Must be fully fluent in MS Office applications, including Outlook, Word, and Excel.
