SOS International LLC is seeking a highly qualified Trans-Regional Assessment Program Evaluator Task Lead to lead a team delivering Operational Information Environment (OIE) assessment support to global Psychological Operations (PSYOP) and OIE stakeholders. This role is responsible for integrating social science methodologies, operational analysis, and program evaluation techniques to assess the effectiveness of influence activities across multiple geographic regions.
The Task Lead will provide management, direction, administration, quality assurance, and leadership while ensuring assessments are both analytically rigorous and operationally relevant. The ideal candidate will serve as a key advisor to senior leaders, translating complex evaluation findings into actionable insights that inform command decision-making and campaign effectiveness.

The ideal candidate will serve as a key advisor to senior leaders, translating complex evaluation findings into actionable insights that inform command decision-making and campaign effectiveness.
Duties:
- Lead a team to provide OIE assessment support to global PSYOP and OIE customers.
- Provide management, direction, administration, quality assurance, and leadership for the program.
- Conduct systematic social science activities to collect and analyze data on the effectiveness of PSYOP series and OIE.
- Assist in Command and operational decision-making by providing actionable insights.
- Liaise with global operational units to ensure effective communication and collaboration.
- Strike a productive balance between scientific rigor and practical application in program evaluations.
- Design and implement program evaluation frameworks to assess trans-regional PSYOP campaigns and OIE activities.
- Develop and apply measures of effectiveness (MOEs) and measures of performance (MOPs) to evaluate behavioral, cognitive, and informational outcomes.
- Integrate data from multiple sources (e.g., survey data, operational reporting, open source/ social media, and intelligence inputs) to support comprehensive assessments.
- Lead development of analytical products, reports, and briefings for senior leaders (GO/FO/SES) and operational planners.
- Coordinate with Combatant Commands (CCMDs), Theater Special Operations Commands (TSOCs), Joint Task Forces (JTFs), and interagency partners to ensure alignment of assessment activities.
- Oversee quality control of all analytical outputs, ensuring accuracy, consistency, and compliance with DoD standards and guidance.
- Provide methodological guidance and mentorship to team members and supported units on evaluation techniques and data collection practices.
- Ensure all assessment activities comply with classification guidance, OPSEC requirements, and applicable authorities.
- Support rapid-turn assessments and data calls in response to evolving operational requirements.
Qualifications
Minimum Requirements:
- Possess a Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI) at the time of proposal submission and maintain the clearance level required to access the facility.
- Have a minimum of three (3) years' experience (within the last seven years) in a program evaluation role, assessing the impact of interventions.
- Demonstrated experience applying social science methodologies (quantitative, qualitative, or mixed-methods) to real-world problems.
- Experience developing and applying evaluation frameworks, MOEs, and MOPs.
- Proven ability to manage analytical teams and deliver products in high-tempo, mission-driven environments.
- Strong ability to translate complex data into actionable insights for decision-makers.
- Experience working in classified environments and handling sensitive data.
Preferred Qualifications:
- Experience supporting information operations (IO), PSYOP, strategic communications, or influence campaigns.
- Familiarity with Operational Information Environment (OIE) frameworks and trans-regional campaign assessment.
- Experience coordinating with CCMDs, TSOCs, JTFs, or interagency partners.
- Experience integrating open-source intelligence (OSINT), social media analytics, and behavioral data into program evaluations.
- Knowledge of USSOCOM J39 processes, assessment frameworks, and reporting structures.
- Experience developing and delivering briefings and reports for senior leadership (GO/FO/SES).
- Advanced degree in social sciences, statistics, or a related field.
- Experience supporting training or capacity-building efforts related to assessment methodologies.

Work Environment
- Normal office conditions.
- The primary performance location for this contract will be MacDill AFB, Tampa, Florida.
- The Government reserves the right to require contract performance at alternate locations, as dictated by mission requirements; these locations may be subject to change.
- Occasional travel may be required to support global coordination and assessment activities.
