RMGS, Inc. is currently recruiting a Program Manager/Team Lead in Port-au Prince, Haiti. This position is contingent upon contract award.
Roles and Responsibilities
- Lead a multi‑year End‑Use Monitoring (EUM) program, ensuring compliance, accountability, and effective monitoring of sensitive U.S.-funded equipment provided to the Government of Haiti.
- Provide overall leadership, direction, and management of all contract activities, personnel, reporting, and deliverables.
- Serve as the primary point of contact with for the customer and end-users.
- Oversee implementation of inspections, inventory audits, data collection, analyses, and reporting to ensure full EUM compliance.
- Direct development of work plans, quality control plans, risk mitigation procedures, and final reporting requirements.
- Ensure timely and accurate submission of monthly, interim, and final reports.
- Coordinate and supervise field operations across Haiti, including travel planning, security protocols, and site inspections.
- Make key decisions on program implementation, staffing, scheduling, and operational priorities.
- Support process improvement efforts.
Required Qualifications and Experience
- Minimum five (5) years of experience in monitoring and evaluation, strategic planning, process mapping, performance management, and/or auditing.
- Minimum two (2) years of experience leading teams or managing staff.
- Minimum two (2) years of experience supporting overseas logistics programs, preferably involving defense articles or security sector assistance.
- U.S. Citizen with an active Secret Clearance.
- Bachelor's degree required.
- Strong interpersonal, communication, and leadership skills.
- Demonstrated experience developing procedures, policies, and training materials.
- Excellent written communication skills, with a proven ability to produce clear, concise reports.
- Proficiency in Microsoft Word, Excel, and Outlook.
- Ability to drive armored vehicles.
- Based in or willing to relocate to Port-au-Prince, Haiti.
- Fluency in English required; French or Haitian Creole strongly preferred.
