Northrop Grumman Mission Systems' new Mission Next Divisionis seeking a Manager of Supply Chain Programs 2 to lead multiple within the Emerging Capabilities Development (ECD) Business Unit. This position will be based out of Linthicum, MD and will offerhybrid flexibility for the right candidate.
This position will lead the Global Supply Chain efforts for both USG and IRAD Programs, as well as drive multiple proposals efforts for new Awards in an exciting and growing brand-new Division! These Programs will be both Development-type and Production-type Programs under a variety of contracting vehicles, including Other Transaction Authority Contracts (OTAs), and will also partner closely with Non-Traditional Defense Contractors (NTDCs) to support our Customers' needs. The individual will be responsible for mission success of their supply chain responsibilities for multiple Programs and Proposals at one time, and ensure that the Programs' suppliers perform to the committed schedules, terms, conditions, and contractual requirements/specifications and drawings. This includes experience with both Non-MRP and MRP material requisitions, MCAV and forecasting, Executive level briefings, and quick-turn proposal support of BOEs. The position will require the ability to support both Development-type and Production-type Program needs, as well as be able to successfully manage the transition of a Program from Development stage to Production. This is a "go-fast but go-right" environment, so the successful candidate will bring a can-do attitude and a passion for creative compliance and process improvement to develop best practices and new approaches to increase GSC efficiency.
This management position will have multiple direct professional report(s), which entail day-to-day direction, oversight of the employee's work product, delivering hands-on training for skills growth, and individual career development needs. The candidate should be able to interact/collaborate with Program Directors, Business Management, Contracts, Engineering, Operations, and Quality to cohesively drive successful program performance and motivate a high-performing, established team to continue to excel in a fast-paced environment.

Primary Level Salary Range: $139,800.00 - $209,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Position Responsibilities:
- Responsible for the capture/proposal, strategy, material finance/forecast management, some light CAM work, and execution of multiple GSC Proposals and Programs, including both Development and Production Programs.
- Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
- Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP).
- Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
- Implements strategies and actions to ensure timely delivery of materials and subcontract services in support of program needs, including partnering and collaborating with BU's Subcontracts and Procurement teams.
- Collaborate with Program Management, Business Management, Mission Assurance, Category Management, and Engineering to ensure successful delivery of material and subcontracted items.
- Development of negotiation strategies, plans, and coordination to reduce cost and risk while achieving schedule needs of Programs.

Basic Qualifications:
- Must have a Bachelor's degree and 8 years of related professional/military experience that includes a background in Supply Chain Management and/or Program/Project/Business Management; OR
- Master's degree AND 6 years of related professional/military experience that includes a background in Supply Chain Management and/or Program/Project/Business Management
- Must have a minimum of 3 years experience leading a team and/or direct supervision of people
- Advanced proficiency in MS Office Suite, especially excel, and SAP
- Must have experience with Financial Forecasting
- US Citizenship
- Must possess an active DoD Secret level clearance to be considered and to start.
- Must be able to support onsite meetings at the NGC Baltimore/Linthicum site and in the closed area, as needed.
Preferred Qualifications:
- Experience working on USG Development Programs and IRAD Programs, as well as Non-MRP/M922 purchase requisitions
- Direct experience interfacing with executive leadership and presenting at the executive level
- Experience with Cognos, and MCAVs
- Experience building and/or leading teams, interacting with multifunctional roles/department
- Cost Account Manager (CAM) Certification and currently leading Earned Value Management responsibilities on a Program
- Experience with quick-turn Proposals
- Ability to obtain and maintain Special Program Access.
