Job Description:
Parsons is seeking technical External Integration Support / Capability Lead to support the Government Program Office within Missile Defense Agency's (MDA) Command & Control, Battle Management, and Communication (C2BMC). In this role, you will work on a small team in a dynamic environment executing a critical mission in which every team member is directly responsible for the success of program efforts. This position will support the Multi-Domain C2 program to expand capability for both Missile Defense and Space Mission Partners.

Security Clearance Requirement:
An active Top Secret security clearance is required to apply, however, the selected candidate must be able to obtain a Top Secret SCI clearance prior to the start date.

Salary Range: $112,200.00 - $196,400.00

Job Description:

This position will support the Multi-Domain C2 program to expand capability for both Missile Defense and Space Mission Partners.
What you will be doing:
- Support the Command and Control, Battle Management, and Communications (C2BMC) Global (C2BMC-G) Program Management team as directed
- Define and execute project plans for the integration of new sensors or capabilities for approval by the Program Manager
- Coordinate with mission partners to define scope / schedule to support joint space and multi-domain command and control (C2) objectives.
- Oversee contractor sensor integration schedule development including but not limited to hardware / software readiness, deployment, cyber system accreditations, test, and fielding decisions.
- Coordinate tasks and schedules for networks, communications, and element node / interface equipment deployment.
- Define sensor integration performance objectives and constraints
- Define implementation roadmap and recommend trades based of resources and program priorities
- Capture sensor integration risk, issues and opportunities and develop handling plans for agreed to RIOs with the PM
- Support development and coordination of test event planning and fielding briefs.
- Support architecture, systems engineering, and design reviews with a focus on interfaces with external partners.
- Support review and coordination of site surveys, infrastructure requirements, logistics, and Bill of Materials (BOM), hardware procurements.
- Support development of inter-agency agreements (e.g., MOU, MOA, ISA, SLA, etc) with externals to define roles, responsibilities, commitments, and constraints.
- Support Concept of Operations (CONOPS) development based on external sensor or partner functionality available to support the mission.
- Support program review and approval process to ensure system implementation and changes are understood and properly coordinated
- Support contract actions as required by generating content, reviewing proposals, and providing support to the acquisition team
- Maintain a USG budget estimate across the FYDP for applicable sensors, coordinating inputs with the sensor integration lead and PM
- Forecast out year costs for maintenance and support
- Support communications with sensor and C2BMC-G system operators to ensure operational utility, identification and resolution of operational issues, and prioritization of enhancements
- Support cost estimation for contract actions providing technical inputs and coordinating support from MDA cost estimators
- Support development of critical project artifacts to include ICDs, requirements, etc.
- Provide sensor overviews via the global lunches of wisdom and maintain an overview brief to education of internal and external personnel
- Support Increment planning aligning tasks and feedback with Program Manager directed priorities and identifying deviations from this direction
What Required Skills You'll Bring:
- Active TOP SECRET with SCI eligibility
- BS degree and 10+ years of related System Assessment Support experience; a Masters degree may be substituted for 2 years of experience
- Experience with Missile Defense Agency or similar Department of Defense programs
- Experience working on classified and special access programs
- Understanding of the Missile Defense System (MDS)
- Self-starter, thrive in a dynamic environment, and work well with other team members, members of the Senior Executive Service and senior military officers
- Proficient in Microsoft Office Programs (Word, Excel, PowerPoint)
What Desired Skills You'll Bring:
- 10+ years of relevant DoD, MDA and/or Industry work experience with SAP and/or SCI
- Ability to coordinate with both internal and external organizations to accomplish common goals
- Ability to solve complex problems and track detailed information individually or as a member of a team
- Ability to multi-task and respond to quick turn-around requests
