Base Plant Manager

The Base Plant Manager is responsible for the overall operations, maintenance, and reliability of a secure government facility's central plant and supporting infrastructure. This role oversees a multidisciplinary team and ensures all building systems operate safely, efficiently, and in compliance with federal and security requirements.

KEY RESPONSIBILITIES:

• Lead the Operations & Maintenance (O&M) of central plant systems, including HVAC, electrical, plumbing, and high-voltage infrastructure
• Manage and supervise a team of:
  • HVAC technicians
  • Electricians
  • Plumbers
  • High-voltage specialists
  • Central plant/mechanical operators

• Ensure continuous, reliable operation of critical systems supporting mission-essential government functions

• Oversee preventive, predictive, and corrective maintenance programs
• Maintain compliance with federal, state, and local regulations, as well as site-specific security requirements
• Develop and manage maintenance schedules, SOPs, and emergency response procedures
• Coordinate with government stakeholders, contractors, and vendors
• Monitor system performance using BAS/BMS and implement efficiency improvements
• Ensure strict adherence to safety standards (OSHA, NFPA, etc.)
• Respond to and lead resolution of facility emergencies and system outages

EDUCATION & EXPERIENCE:

• High School Diploma or equivalent
• 7-10+ years of experience in facility operations and maintenance, preferably in secure or mission-critical environments
• 3-5+ years of leadership/management experience overseeing skilled trades teams

KNOWLEDGE & SKILLS:

• Central utility plants (chillers, boilers, cooling towers)
• High-voltage electrical systems
• HVAC systems and controls
• Plumbing and mechanical systems
• Experience with Building Automation Systems (BAS/BMS)
• Working knowledge of UFC, NFPA, OSHA, and other relevant codes and standards
• Strong leadership, communication, and problem-solving skills

SECURITY CLEARANCE: Active TS/SCI clearance with CI Polygraph (required)
