Specialized experience must demonstrate the following: Management in applying qualitative and quantitative methods and techniques to improve the administrative support functions and program operations that support Surface Maintenance Engineering Planning Program (SURFMEPP) responsibilities to implement and execute the Specification Development and Availability Execution Support Planning contract (SDAES).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This announcement uses the AcqDemo Business & Technical Mgmt direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15.
- You will serve to implement and manage the Specification Development and Availability Execution Support (SDAES) Planning contract.
- You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter that include financial, contractual, programmatic or other programs.
- You will communicate program details to Fleet Commander, NAVSEA, TYCOM, Sea 21, SEA 02, Commander Navy Regional Maintenance Center, RMCs and other external stakeholders.
- You will develop guidance, policies, and procedures for organizational and program improvement as related to cost, schedule, and performance measures.
- You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues.
- You will keep abreast of the latest surface ship depot-level maintenance and modernization planning process changes.
