ENGINEERING EQUIPMENT OPERATOR

Duties

• Operates one or more types of government owned heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, or other construction sites.
• Utilizes trained safety practices and procedures following established safety rules and regulations.
• Performs snow and ice removal operations on major roads, parking lots, helipad, and sidewalks in accordance with approved 1 SBD Snow and Ice Plan.
• Maintains, repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt and drainage systems associated with asphalt surfaces.
• Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces. Performs grounds maintenance to trees, shrubs, plants, flowers and lawns, taking into considerationthe individual needs and/or characteristics.

• Hand, foot, and eye coordination, good depth perception and a high degree of concentration are required in handling and manipulating these controls to perform the work of this position
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Must be able to obtain and maintain a secret security clearance
• Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF)
• which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
• Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
• Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
• This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are:
• Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments.
• Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work becomes increasingly strenuous because of the larger type of equipment handled and the requirement
• for more frequent adjustments under adverse operating conditions. The employee frequently lifts, carries, and handles items weighing up to 40 pounds. When performing cement work
• employee is frequently required to perform heavy lifting up to 100 pounds. Exerts considerable physical effort while using pickax or air hammer to remove damaged pavement

Qualifications

Condition of Employment Continue
Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. When performing underground inspects there is a considerable amount of climbing wet rocky areas on a steep incline. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys, attaching and disconnecting tow bars, as required. Engineering equipment operating work is performed without direct supervision.

This position is emergency essential (E-E). The incumbent must meet all requirements of E-Expositions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is WG-5716 ENGINEERING EQUIPMENT OPERATOR without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of engineering equipment such as graders, various size dump trucks, excavators, skid steers, fork lifts, high reaches, snow equipment, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments; and different sets of controls and operation of equipment and attachments.
2. Knowledge of methods and techniques of subsurface preparation and constructing and repairing asphalt and cement surfaces.
3. Knowledge of safety regulations, practices, and procedures.
4. Skill in applying and leveling gravel, crushed stone, sand, or other aggregates to the proper thickness for the subsurface and in applying sealer; and in manipulating the controls to adjust spreaders, sprayers, posthole diggers, backhoes, moveable dozer blades, and front-end loading devices.
5. Skill in inspecting and replacing culvert and shaping curbs and drainage ditches and in curing asphalt with sealer and skill and knowledge in planning, laying out, assembling, and installing rock bolts and equipment to make decisions to accomplish inspection, installation and maintenance. Knowledge of safety hazards to take steps to eliminate or control hazards such as loose rock and precariously located equipment, or unauthorized personnel in the area. Comprehensive knowledge of specialized drilling methods and techniques. Skill in using and maintaining various powered and hand tools, such as pneumatic drills and wrenches, drill bits, drilling rods, torque wrenches, sounding hammers, scaling bars, and air compressors.
6. Ability to use and maintain power tools, hand tools, and related equipment; and to read and interpret instructions, blueprints, drawings, sketches, using various computer operating systems to plan and purchase materials for work tasks and knowledge of plants and gardening procedures routinely used in the local area to decide when and which method to use in seasonal gardening tasks, such as standard fertilizing practices, preparing seedbeds, transplanting, laying sod, aerating, pruning, and trimming, without causing damage; and regular and recurring seasonal maintenance practices sufficient to perform such duties as mowing grass, watering, trimming trees and shrubs, etc.

Required to climb ladders inside granite tunnels, stoop or crawl under buildings for extended time to perform maintenance. Must wear PPE for rock scaling and climbing.

Working Conditions
The employee works outside in all kinds of weather frequently exposed to dust, dirt, mud snow, wind, ice, hail, and rain. In working outside, the employee is subject to discomfort from long periods in the hot sun, andsometimes to chilly or rainy weather. Works near moving parts of equipment and machinery. Employee is regularlyexposed to the possibility of cuts, scrapes, and bruises, falls, falling material, or injury from equipment. May beexposed to grease, fumes, solvents, high noise, vibrations, and exposure to critical injuries from the possibility of theequipment overturning. The exposure to injury, overturning, noise, and vibration is increased when operatinglarger and more complicated equipment in more difficult circumstances. May be required to wear protective clothing,such as hard hats, steel-toed shoes, gloves, masks, and aprons.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
