SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Mastery of the theories and principles of electrical power production, UPS, grounding, bonding, and shielding, including knowledge of electrical wiring, electronics, and pneumatics in a variety of systems using solid state and/or pneumatic circuitry to supervise, oversee, and instruct employees in the inspection, installation, test, maintenance, and operation of large power production systems. Expert knowledge of mechanical, electromechanical, direct digital, and pneumatic principles to supervise, oversee, and instruct employees in the inspection, installation, test, maintenance, operation, and repair of complex cooling and heating systems. Knowledge of a variety of compressors, such as gear, reciprocating, centrifugal, or rotary pump, and a variety of refrigerant controls, such as those with low- and high-pressure side floats, automatic thermostatic expansion valves, capillary or choke types, and those based on volume of or quantity changes. Knowledge of the operating characteristics and software of a variety of LAN-based computer systems. Expert knowledge to troubleshoot complex problems and to devise workarounds and solutions. Comprehensive knowledge and experience in the application of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness (i.e., feasibility studies, engineering standards analysis, and facility processes analysis). Knowledge and experience in project management, including the ability to develop long-range plans, including planning, programming, budgeting, design, construction, and oversight of projects for the repair and replacement of equipment and/or for the renovation and new construction of facilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

- Insures sustained levels of C4 reliability within the 89th Airlift Wing.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. - Knowledge of HVAC, EMCS, construction theories, mechanical, electromechanical, and pneumatic principles to inspect, test, maintain, and evaluate facility support systems. Knowledge of electrical power production, uninterruptible power systems (UPS), high and low voltage switchgear systems, electrical grounding, bonding and shielding principles to inspect, test, maintain, and evaluate facility support systems.
- Knowledge of the principles and theories of C4 and LAN-based computer controls systems and the ability to plan and integrate C4 and C-CS into current technologies and systems. Ability to plan and organize work, including long-range planning, programming, and budgeting, and to coordinate work with other agencies.
- Knowledge of Federal, State, DOD, and AF regulations, procedures, and policies related to environmental and safety regulations, practices, and procedures and the ability to determine compliance therewith and take corrective action. Ability to supervise, establish deadlines, priorities and work sequences and plan work assignments based on objectives and policies set by higher authority.
- Skill in troubleshooting complex problems on large and small projects and applying prescribed test procedures. Ability to read/interpret instructions, blueprints, drawings, sketches, and specifications.
- Ability to plan, conduct, and record C-CS and C4 site surveys and installation inspections.
- Ability to communicate effectively both orally and in writing and to foster and maintain good working relations.
