Technical Program Manager (Hardware/Software Encryption Systems)
Location:
Jessup, MD (Preferred) | Herndon, VA | Arlington, VA | Denver, CO

Overview
We are seeking a Technical Program Manager (TPM) to lead sprint execution and program coordination for the development of advanced hardware/software-based encryption devices supporting mission-critical national security initiatives.
This role is ideal for a technically grounded program leader who thrives in fast-paced, cross-functional engineering environments and can drive execution across complex, interdependent workstreams.
Key Responsibilities
• Lead and execute Agile sprint planning, execution, and retrospectives across multiple engineering workstreams
• Oversee 4 parallel development tracks including 400G MACsec/IPsec prototyping, software and system architecture, test infrastructure and validation, and PCB/mechanical hardware development
• Track and manage 150+ epics and tasks across FPGA, embedded software, hardware design, and system validation
• Maintain visibility into status, ownership, dependencies, and blockers
• Coordinate cross-functional execution across software, FPGA/hardware, and test teams
• Manage external vendors and dependencies including procurement, component sourcing, PCB fabrication, and manufacturing transitions
• Drive risk management and mitigation strategies, maintain program risk register, and escalate critical issues
Required Qualifications
• Active TS/SCI clearance
• 5+ years of experience in technical program management or related role
• Experience leading Agile development in cross-functional environments
• Experience managing hardware/software co-development programs
• Strong coordination across software, FPGA, hardware, and test teams
Preferred Qualifications
• Bachelor’s or higher degree in Electrical Engineering, Computer Engineering, Computer Science, or related field
• Experience with encryption technologies such as MACsec or IPsec
• Experience with FPGA-based or embedded systems
• Experience with government certification and accreditation processes
• Experience working in small, high-performing engineering teams
