The United States Space Force (USSF) at Hickam Air Force Base is searching for a Manpower and Readiness Program Manager to support SPACEFOR-INDOPAC (NH-0343-03, GS-12/13 equivalent).
Description:
The Manpower & Readiness Program Manager serves as the key advisor for manpower, readiness, unit deployment management, and wartime program execution for US Space Force Indo-Pacific (SFI), the United States Space Force component to USINDOPACOM. Based at Joint Base Pearl Harbor-Hickam in beautiful and sunny Hawaii, this role is central to ensuring SFI can meet mission requirements across competition, crisis, exercises, and conflict in the Indo-Pacific theater. The position oversees readiness and wartime programs, integrates operational planning, manages unit deployment and accountability processes, and leads manpower analysis to support organizational structure and resource allocation. The manager also guides Reserve and Guard support through the Military Personnel Appropriation (MPA) program and drives human capital improvements through data driven analysis and cross functional collaboration. Additional responsibilities include managing key Commander's programs supporting the overall unit mission.
Ideal Candidate:
The ideal candidate has a background in readiness and has experience working on headquarters staffs. Also, experience with planning and supporting exercises, exposure to manpower principles, manpower analysis skills, and knowledge/experience with the Joint Operation Planning and Execution System (JOPES), Deliberate and Crisis Action Planning and Execution Segments (DCAPES). They excel at integrating mission requirements into executable plans and are comfortable advising/briefing senior leaders on complex readiness and manpower issues. They understand and/or have experience/exposure to the Military Personnel Appropriation (MPA) / Man Day program and also able to manage programs, keep them on track, efficient, and successful.
Key Skills and Abilities:
1. Knowledge of analytical and evaluative methods and techniques concerning the effectiveness and efficiency of command readiness program operations, in addition to knowledge of the pertinent laws, DAFIs, SpFI's, regulations, and policies which affect the use of program and related support resources, e.g. personnel, funds and equipment.
2. Knowledge of Joint and USAF contingency and war mobilization plan requirements to include a working knowledge of general operational requirements, theater specific planning requirements, and Air Force/Space Force deliberate and crisis action planning processes to include UTC and force structure wartime requirements.
3. Demonstrates an understanding of AFFORGEN and/or SPAFORGEN principles, including their phased readiness cycles and force-presentation requirements. Applies these frameworks to assess unit readiness, align capabilities with operational demand, and support deliberate planning. Ensures manpower and organizational structures remain synchronized with service-specific force-generation models.
4. Ability to integrate mission requirements and develop or implement planning directives to successfully accomplish USSF deployment and home station missions.
5. Ability to plan, organize, and coordinate effectively with analysts, leadership, and management to implement recommendations where proposals involve resources and require changes in established concepts and procedures.
6. Expert knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of wartime, exercise, and readiness programs.
7. Knowledge and proficiency in Joint Operation Planning and Execution System (JOPES) and Deliberate and Crisis Action Planning and Execution Segments (DCAPES).
8. Demonstrated expert knowledge of Air Force and Department of the Air Force manpower management principles, policies, and governing instructions, including AFI 38-101.
9. Proficient in analyzing and managing Unit Manpower Documents (UMD), Unit Personnel Management Rosters (UMPR), and related manpower systems to ensure alignment of authorizations, grades, AFSCs/SFSCs, and resource allocations with mission priorities.

- Must be able to obtain and maintain Top-Secret security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
- This position is eligible for situational telework 2-4 days a pay period.
- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
