Job Description

Kadiak, LLC, a Koniag Government Services company, is seeking a Project Analyst II to support Kadiak and our government customer in Washington, DC. The position is hybrid requires 3 days a week onsite.

The Project Analyst II provides comprehensive project management, analytical, and operational support to the U.S. Department of Energy (DOE) Office of Technology Commercialization (OTC). The position will primarily support the Infrastructure Investment and Jobs Act (IIJA) Technology Commercialization Fund (TCF), as well as other OTC programs and initiatives as assigned. The ideal candidate is a highly organized, detail-oriented professional who excels in a fast‑paced, collaborative environment and can manage multiple priorities with limited oversight.

Primary Responsibilities:
  • Program and Project Management: Support development, coordination, and execution of the IIJA TCF program and related initiatives.
  • Manage communications with project performers, coordinate reviews, track financial and programmatic status, draft memos and presentations, and collaborate across OTC and DOE teams.
  • Reporting and Presentations: Develop clear, data-informed reports and presentations for OTC leadership and stakeholders
  • Collect, analyze, and present information in a logical, persuasive manner.
  • Communication and Outreach: Support announcements, content creation, internal coordination, and event planning/execution for program-related communications
  • Program Design and Execution: Assist in designing funding programs, supporting planning, implementing review and down‑selection processes, screening proposals, scheduling, and facilitating meetings
  • Collaboration and Market Research: Coordinate with DOE program office partners, review materials, provide feedback, and assist with market research activities
  • Administrative Support: Maintain project tracking systems, documentation, follow-up communications, file management, and other operational processes.

Other Responsibilities:
  • Program History and Tracking: Develop and maintain master files, schedules, and documentation supporting program history, implementation, and ongoing status.
  • Operational Support: Identify and elevate program issues or concerns to OTC management to support effective operations.
  • Data Analysis and Reporting: Review incoming data and reports, assess for required action, and flag items for management attention
  • Stakeholder Relationships: Build and strengthen positive relationships with internal and external stakeholders.
  • Perform additional duties as assigned.

Required Qualifications:
  • Bachelor's degree in a relevant field (STEM preferred) and at least 5 years of relevant experience, or equivalent combination of education and experience.
  • Strong written, verbal, and presentation communication skills, including proficiency in PowerPoint.
  • Demonstrated organizational skills with the ability to manage shifting priorities and complete detail‑oriented tasks accurately.
  • Ability to manage workload independently, track tasks, and meet time‑sensitive deadlines.
  • Proficiency with Microsoft Office Suite.
  • Adaptability and the ability to work in a fast-paced, highly collaborative environment with minimal supervision.

Desired Qualifications:
  • 10 years of relevant experience (advanced degrees may substitute for years of experience).
  • Advanced degree in a relevant field
  • Experience working within or supporting DOE or other federal agencies.
  • Familiarity with the energy sector, manufacturing, or related fields.
  • Experience with technology transfer and commercialization.
  • Advanced proficiency in Microsoft PowerPoint, Word, and Excel.
  • Extensive writing experience, including the ability to translate technical material into plain language.
  • Strong problem‑solving abilities and experience generating solutions to program challenges.
  • Experience supporting senior executives.
