OSINT Collector (Mandarin Proficiency) - Senior-Level

Position Overview

Bluehawk is seeking a Senior-Level OSINT Collector (Mandarin) to lead advanced open-source collection and analysis efforts supporting INDOPACOM. This role requires deep expertise in OSINT tradecraft, Mandarin-enabled exploitation, and the ability to produce and review high-impact intelligence products for senior decision-makers.

Responsibilities

• Lead collection, translation, and exploitation of foreign open-source information (PAI/CAI/social media)
• Produce and oversee high-quality OSIRs addressing complex intelligence requirements
• Develop and refine OSINT collection strategies and methodologies
• Conduct advanced analysis of social networks, relationships, and emerging threats
• Support RFIs and provide strategic-level intelligence insights
• Perform quality control and peer review of analytic products to ensure adherence to DIA standards
• Mentor junior analysts and support team-based research on complex or critical intelligence problems
• Engage with IC and operational partners to support information sharing and resolve analytic challenges
• Identify trends, gaps, and opportunities across regional and mission-specific intelligence

Qualifications

• Active TS/SCI (CI Polygraph preferred)
• Mandarin proficiency (DLPT Level 3 or equivalent)
• Bachelor's degree in a related field
• Minimum 12 years of relevant experience (within the last 2 years)
• Minimum 3 years of OSIR writing experience
• Completion of one of the following:
• Army BOSIC
• DIA BOSC 301 or 302
• DIA BOTC or AOTC
• Equivalent commercial OSINT training

• Advanced ability to translate and contextualize complex foreign-language materials
• Expert-level analytic writing and briefing skills aligned with DIA standards
• Demonstrated leadership in OSINT production and tradecraft application
• Ability to independently drive analytic efforts with minimal oversight
• Proven ability to collaborate across IC partners and resolve analytic conflicts
• Strong attention to detail and ability to manage multiple high-priority tasks

Highly Desired

• Experience producing OSIRs in accordance with DIEM guidance
• Familiarity with DIA Style Manual for Intelligence Production
