About the Role:

Culmen International is hiring a Radiation Portal Monitor Program (RPMP) Senior Technical Manager (STM) to provide design engineering, equipment automation, and network installation support for the U.S. Department of Homeland Security (DHS).
The RPMP STM will provide technical expertise to the DHS Office of Countering Weapons of Mass Destruction’s (CWMD) Radiation Portal Monitor Program (RPMP), including support for surveys of project sites, oversight of engineering design development in compliance with design and system standards, interpretation of engineering designs during construction and equipment installation, integration of ancillary equipment with local area networks, CODESYS and Modbus TCP programmable logic controller (PLC) template updates, and commissioning activities with acceptance by the U.S. government client.
The Senior Technical Manager will manage the remote RPM Field Deployment Team responsible for onsite installation, configuration, testing, troubleshooting, training, and commissioning of the RPM’s ancillary equipment and network hardware.
Occasional travel (25%) to project sites in the domestic U.S. (TX, CA, NM, VA, FL, MS, NJ, and NY) will be required with all expenses paid by the company.
The preferred candidate will be local to the Washington, DC metro area/DC/MD/VA. Remote work may be an exception if the candidate is a direct fit with recent program experience.
What You'll Do in Your New Role:
Lead a joint team in developing and managing site survey requirements; supporting engineering drawing development and construction specifications in compliance with RPMP Design Basis Standards; and provide technical expertise on the RPM system’s hardware and software components identified in the standards
Generate design-related RFIs and comments, and review stakeholder responses for input into phased engineering designs
Assist with design-related contract deliverables and provide weekly progress reports
Participate and provide subject matter expertise (SME) support in all phases of RPM design engineering and field system integration to transition knowledge from the engineering team to construction contractors and field deployment team
Development of deployment team training plans and standard operating procedures
Mentoring and oversight of other technical team members
Onsite work at test bed in Bethesda, Maryland
Occasional travel to support field deployments of system integration of gate arms, traffic lights, Intercoms, cameras, etc. in addition to supporting related testing and acceptance activities
Perform quality oversight on the project deployment throughout construction against design standards, drawing specifications, stakeholder requirements and OEM installation requirements
Develop and manage document and reporting requirements supporting onsite compliance inspections, contract deliverables, daily/weekly program actions/events, including commissioning and testing packages
Required Qualifications:
Bachelor of Science (BS) degree in Industrial Automation Engineering, Electrical Engineering, Network Systems Engineering, Computer Science, or a related engineering or technology field with 15 or more years of experience
Basic understanding of how Codesys, Modbus TCP programming is used with PLCs, HMIs, remote operation of hardware; familiarity with WAGO, Schneider products
Demonstrated experience with reviewing engineering designs or construction blueprints (SDR, PDR, CDR, FDR), one-line electrical diagrams, wiring schematics
Leadership and experience managing and/or coordinating cross-disciplinary and/or cross-functional teams such as designers, electrical engineers, IT systems engineers, and/or equipment acceptance testing specialists
Experience mentoring, training and developing staff with documented plans, to include matured development of supervisory skills and conflict management
Team collaboration with effective team management skills
Desired Qualifications:
Recent PLC or Codesys programming experience for automation of equipment (traffic gate arms, gate intercoms, etc.) installed at project sites within past 5 years
Experience with design tools (AutoCAD, Visio, Bluebeam), MS Office, particularly Excel, Word, PowerPoint
Demonstrated ability to work with multiple engineering fields to identify technical product characteristics to develop requirement specifications for designs
Experience working with U.S. government customers
Experience working with U.S. Customs and Border Protection preferred
