Job Description

Duties

  • You will apply Federal civilian pay setting policies in order to accurately set pay for various personnel actions and advise managers and employees on pay setting issues, and flexibilities to facilitate recruitment and retention.
  • You will research and resolve individual staffing and employment issues, pay/compensation issues, Priority Placement Program issues, and overseas allowances and miscellaneous entitlements/issues, and follow through to ensure completion.
  • You will advise management on recruitment sources, special pay programs, pay administration, and use of hiring incentives.
  • You will develop and conduct formal and informal civilian personnel-related briefings and training.
  • You will monitors civilian recruitments to ensure compliance with policies and guidance.
  • You will provide advice and guidance to managers on all aspects of staffing civilian positions.
  • You will prepare and complete all required documentation for civilian recruitments.
  • You will orient new employees on civil service and personnel policies, rules, regulations, rights, benefits, services and related matters.
  • You will troubleshoot and resolve difficult problems on issues regarding staffing, recruitments, and placements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruitment, placement and pay setting principles, concepts, laws, regulation, and policies to provide authoritative staffing advisory and technical services; 2) Developing rating factors and determining ranking and selective factors of job qualifications by conducted job analyses using research, interview, observation, and analytical techniques to analyze information; 3) Developing solutions to staffing issues using human resources function to identify, investigate, and coordinate resolution of complex, interrelated HR problems; 4) Utilizing DoD human resources database systems to query, retrieve, and analyze information; 5) Manage requests for personnel action from cradle to grave and provides advice/assistance in all stage of the recruitment process; and 6) Respond to employee, applicant and manager on recruitment and placement inquiries.
