In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and SAPR programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed. Knowledge of program related DoD and Air Force policies, guidance, concepts, and initiatives to provide expert advice to unit, installation, NAF, MAJCOM, and DAF senior leaders. Includes knowledge of current DoD-wide activities in the response to and prevention of sexual harassment, as well as knowledge of analysis techniques. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- Plans, organizes, and directs the activities of Air Force Military Sexual Harassment Investigations (MSHI)program, ensuring that the investigative work complies with legal and regulatory requirements including Military Equal Opportunity (MEO) and meets customer needs. Develops goals and objectives that integrate organization and MSHI program objectives.
- Exercises supervisory personnel management responsibilities. Advises and provide counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
- Serves as a MSHI subject matter expert and advisor to the Air Force senior leaders, the Special Trial Counsel (STC), MEO, Security Forces and other senior leaders on matters related to the military sexual harassment investigations program
- Represents the Air Force and MSHI program with a variety of installation and functional area organizations.
- Oversees the operation and management of Self-Assessment, Exercise, and Inspection programs. Makes technical and administrative decisions that direct short-, mid-, and long-term activities of the MSHI program.
