In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13 level, your resume must describe at least one year of experience and that would be considered equivalent to work normally performed at the next lower (GG-12) grade level in the federal service and demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in developing, formulating, or executing program budgets, conducting cost-benefit analyses, or advising senior leadership on fiscal matters.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon a Single Scope Background Investigation (SSBI) AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).
Education
There is no substitution of education for the Qualifying Experience at the GG-13 grade level.

Help
- Develops budget estimates, cost-benefit analyses, and forecasts for multi-year programs. Advises senior staff and program managers on the most advantageous financial actions.
- Prepares various written and electronic budgetary reports to document funding, provide historical context, and present current fiscal year information, while adapting to changing program goals, funding, and new financial legislation.
- Uses statistical and analytical techniques for projections, forecasts, trend and gap analysis, and other assessments to analyze problems, conduct audits, and recommend program modifications.
- Provides budgetary and accounting data for audits by the Government Accountability Office (GAO), Department of Defense Inspector General (DOD IG), and Defense Information Systems Agency Inspector General (DISA IG).
- Monitors transaction data received from other services and agencies for posting into the Defense Information Systems Agency (DISA) accounting system.

- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
- This is a Drug Testing Position, subject to pre-employment and random drug testing.
- The incumbent of this position must obtain and maintain a Top Secret/SCI security clearance. The incumbent must be cleared for Category Two Presidential Support Duty "Yankee White" Single Scope Background Investigation.
- This position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.

- This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

- This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
