Information Systems Solutions (ISS) is seeking an experienced Technical Program Manager to lead the delivery of an enterprise IT services contract.
The Technical Program Manager will act as the primary interface with the Government, providing technical, operational, and financial leadership to ensure successful execution. This role is responsible for driving program performance, ensuring compliance, managing staffing, maintaining a strong cybersecurity posture, and delivering high-quality services across cross-functional IT teams.

Key Responsibilities
Program Leadership
- Serve as the primary Government point of contact
- Lead program execution and ensure performance against SLAs, KPIs, and mission objectives
- Ensure compliance with DoD/DON policies and RMF requirements
- Drive continuous service improvement
Technical Oversight
- Oversee enterprise IT operations and classified environments
- Lead cybersecurity efforts, including vulnerability management, STIG compliance, and POA&M tracking
- Direct RMF/A&A activities and incident response
Financial & Contract Management
- Manage cost, schedule, and performance
- Oversee staffing, forecasting, and funding execution
- Mitigate risks and support contract modifications
Team Leadership
- Lead and develop cross-functional IT teams
- Drive performance, workforce planning, and certification compliance (DoD 8570/8140)
Growth & Engagement
- Identify service improvement and growth opportunities
- Support capture efforts and maintain strong customer relationships

Required Qualifications:
- Bachelor's degree and 5+ years of relevant experience
- Proven experience leading cross-functional teams and managing staff
- Strong program/project management, risk, and stakeholder management skills
- Experience with project planning, estimation, documentation, and implementation
- Proficiency with project management tools
Leadership & Management:
- Experience supervising teams, including staffing, performance management, and workforce development
- Ability to drive training, process adherence, and operational excellence
Additional Skills:
- Contract support, proposal development, and business growth experience
Preferred Qualifications:
- Master's degree
- PMP certification
