We are seeking an experienced Systems Engineer (Networking and Monitoring) to support the design, implementation, and operational management of secure, high-availability network architectures and enterprise observability solutions within a Federal cloud environment. This role is responsible for architecting AWS-based networking solutions, implementing advanced load balancing strategies, and establishing comprehensive monitoring and logging capabilities across enterprise platforms. The engineer will ensure compliance with federal security standards, including RMF and ATO requirements, while enabling scalable, resilient, and fully observable systems that support mission-critical healthcare services serving millions of users.

DUTIES AND RESPONSIBILITIES:

• Design and implement AWS networking architectures including VPCs, subnets, route tables, security groups, and network access controls.

• Configure and manage application load balancing solutions including target groups, health checks, SSL/TLS termination, and routing policies.

• Implement network segmentation and security controls aligned with federal compliance requirements and zero-trust principles.

• Design and maintain multi-AZ, highly available network architectures supporting fault tolerance and resilience.

• Configure secure connectivity solutions including Transit Gateway, PrivateLink, and VPC peering.

• Implement container networking patterns including service discovery, ingress/egress controls, and network policies.

• Manage network traffic monitoring using VPC Flow Logs and related analytics tools.

• Develop and maintain network architecture diagrams, data flow diagrams, and boundary protection documentation.

• Implement and configure enterprise monitoring and observability platforms such as Splunk, Dynatrace, or DataDog.

• Design monitoring architectures spanning infrastructure, containers, APIs, databases, and data pipelines.

• Configure centralized logging, audit trails, and SIEM integrations to support compliance and incident response.

• Establish alerting strategies, escalation procedures, and incident response integrations.

• Develop dashboards and reporting solutions for technical teams, operations, and compliance stakeholders.

• Integrate AWS observability services including CloudWatch, CloudTrail, and X-Ray with enterprise monitoring platforms.

• Implement distributed tracing and application performance monitoring for multi-tier systems.

• Design and validate high availability and failover strategies including DNS failover and disaster recovery scenarios.

• Monitor and optimize network performance including latency, throughput, and resource utilization.

• Implement encryption in transit and enforce least-privilege network access controls.

• Support intrusion detection, anomaly detection, and security event monitoring.

• Develop operational runbooks, SOPs, and monitoring playbooks for incident response and troubleshooting.

• Collaborate with development, container platform, security, and testing teams to support integrated system delivery.

• Participate in architecture reviews and provide technical recommendations on networking and observability best practices.

KNOWLEDGE AND SKILLS REQUIRED:

• 5-7 years of experience in network engineering, systems engineering, DevOps, or cloud infrastructure roles, including at least 3 years of hands-on experience with AWS networking and load balancing in production environments and 2+ years supporting enterprise monitoring and observability platforms.

• Strong experience designing and implementing AWS networking architectures including VPCs, routing, and connectivity solutions.

• Hands-on experience with AWS Application Load Balancers, SSL/TLS configuration, and traffic management strategies.

• Experience implementing network security controls including segmentation, encryption, and zero-trust principles.

• Proficiency with enterprise monitoring platforms such as Splunk, Dynatrace, or DataDog.

• Experience designing and implementing observability solutions including logging, metrics, alerting, and tracing.

• Knowledge of AWS observability tools including CloudWatch, CloudTrail, and X-Ray.

• Experience with SIEM integration and audit logging for compliance and incident response.

• Understanding of container networking concepts and integration with orchestration platforms.

• Strong troubleshooting skills for network performance issues and distributed system failures.

• Experience applying NIST 800-53 security controls within networking and monitoring domains.

• Ability to create and maintain technical documentation supporting RMF and ATO processes.

• Strong written and verbal communication skills supporting cross-team coordination.

KNOWLEDGE AND SKILLS DESIRED:

• Experience supporting federal or DoD environments with ATO accreditation processes.

• Familiarity with advanced AWS networking services including WAF, Shield, and Route 53 failover strategies.

• Experience with service mesh technologies such as Istio or AWS App Mesh.

• Knowledge of advanced observability practices including anomaly detection and predictive monitoring.

• Experience implementing infrastructure-as-code for networking and monitoring solutions.

• Familiarity with performance testing and load testing methodologies.

• Experience supporting large-scale, high-availability systems serving enterprise user bases.

• Understanding of data pipeline monitoring and ETL observability.

EDUCATION:

• Bachelor's degree in Computer Science, Engineering, or a related discipline.

• Relevant certifications and demonstrated experience may substitute for formal education.

CLEARANCE:

• Must be able to obtain and maintain a Public Trust clearance.
