Northrop Grumman is seeking a Software Manager Product Owner to serve as the technical and operational lead for capabilities within GCCS-J. This role combines Product Ownership responsibilities with deep expertise across DoD C2 ecosystems. This role also includes the management of employees, including career development and administrative tasks comprising up to 20% of responsibilities.
This position 100% onsite Newport News, VA.
GCCS-J is the DoD's Joint Command and Control system of record, delivering a fused, real-time battlespace picture to commanders and warfighters. The Product Owner will act as the subject matter expert and project lead, driving the development, enhancement, and sustainment of GCCSJ product areas (Situational Awareness, Infrastructure, and Intelligence). The incumbent will own the product vision, roadmap, and backlog, champion user centered design, and ensure delivery of high value capabilities using Agile/Scrum practices.

Primary Level Salary Range: $121,000.00 - $181,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Responsibilities:
- Routine discussions with your team members, to include career development.
- Approval of timecards and other similar administrative tasks.
- Recruiting, interviewing, and hiring new staff.
- Define, communicate, and maintain product vision, roadmap, and backlog.
- Align backlog priorities with the strategic vision set by the Chief Engineer and Architect.
- Work with customers and stakeholders to capture, refine, and prioritize user stories.
- Conduct weekly backlog grooming to achieve a Definition of Ready.
- Adjust backlog priorities each Sprint as needed.
- Accept or reject work at the end of each Sprint; establish and enforce the Definition of Done.
- Participate in Sprint Reviews, Process Reviews, Design Reviews, and related NG/DISA meetings.
- Provide clear acceptance criteria and ensure quality control.
- Serve as the primary liaison between development teams, and program management
- Facilitate product meetings; support external customer and product status meetings.
- Work with Program Management to meet delivery schedules.
- Provide input into budgetary estimates for development activities.
- Provide input for schedule milestones, status reports, and development progress.
- Act as the authority on technical issues for assigned products.
- Monitor performer progress, provide direction, and analyze metrics for management.
- Continuously engage end users to understand needs and validate solutions.
- Incorporate user centered design principles throughout development.
Basic Qualifications
- Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM).
- 5+ years of experience in Agile/Scrum product development, including enterprise-level product backlog ownership.
- Strong understanding of product development architecture, user centered design, analytical and systems-thinking.
- Working knowledge of system architecture and data integration principles.
- Excellent written and verbal communication skills, including executive-level briefings.
- Ability to work effectively with large, cross functional teams (users, engineers, program management, govt customer).
- Active Secret clearance (minimum).
Preferred Qualifications
- Certified Scrum Product Owner (CSPO) or equivalent certification with demonstrated Team Lead experience.
- Experience with GCCS-J, Joint C2 systems, or enterprise COP platforms, and integrating intelligence/imagery data.
- Knowledge of data flows, sensor integration, system architecture, data integration principles.
- Experience operating within DISA or Combatant Command environments.
- Active Top Secret / SCI clearance.
