Position Title: Systems Analyst II – Program Analyst
Status: Permanent/Full-Time
Location: Charleston, SC - On-site

Scope of Work: The role will support the Cloud Engineering, Transition, and Modernization Support Services (CETM) effort for Naval Information Warfare Center Atlantic (NIWC Atlantic) in support of the Marine Corps Application and Hosting Services (MCAHS) Integrated Product Team (IPT). Marine Corps Business Operations Support System (MCBOSS) is a cloud-enabled environment that allows Marine and Navy users to access and build applications by implementing DevSecOps methodology to increase the security and speed at which software can be developed and delivered.
Responsibilities:
• Analyze program internal operations to identify trends, risks, and opportunities for process improvement and recommendations for team structure
• Support development and maintenance of documentation of processes, workflows, and standard operating procedures
• Collaborate with technical teams to understand system architecture, cloud environments, and operational constraints
• Coordinate cross-functional activities across engineering, cloud, cybersecurity teams
• Manage communications across multiple levels of stakeholders, including technical teams, program leadership, and government customers
• Prepare and deliver clear, concise briefings, status updates, and other reporting as needed
• Translate technical information into actionable insights for non-technical stakeholders
• Facilitate agile ceremonies including sprint planning, daily stand-ups, sprint reviews and retrospectives
• Guide teams in agile best practices and ensure adherence to Scrum principles
• Maintain and manage product backlogs, ensuring clear prioritization and refinement of user stories
• Identify risks and issues, support mitigation planning, and track actions to closure
Requirements/Experience
• Bachelor’s degree in business or technical field or related area
• 5+ years experience in program analysis, systems analysis, business analysis, or scrum master / similar role, preferably in government or enterprise IT environment
• Preferred Agile certification (CSM, SAFe, or equivalent)
• Demonstrated experience facilitating Agile ceremonies and managing team workflows
• Preferred experience with Atlassian tools (Confluence and JIRA)
• Experience supporting program reporting, metrics tracking, and stakeholder communications
• Working knowledge of cloud platforms (AWS) and DevSecOps principles and practices
• Strong analytical skills with ability to interpret data and provide actionable insights
• Strong problem-solving and design skills
• Strong written and oral communication skills
• Strong interpersonal skills and customer service skills
• Ability to learn, understand, and apply new technologies
• Ability to effectively prioritize and execute tasks in a high-pressure environment
• Experience working in a fast-paced, rapidly changing environment
• Ability to work in a self-guided manner and excellent organizational skills
• Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) SECRET Security Clearance
