Duties

As a SUPERVISORY QUALITY ASSURANCE SPECIALIST, GS-1910-12, you will plan, organize, and oversee the activities of the Quality Assurance Division.Develop goals and objectives that integrate organization and Quality objectives. Plan work to be accomplished by subordinates. Manage, review and develop maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Maintenance Standardization Evaluation Program (MSEP). Manage the Maintenance Standardization Evaluation Program (MSEP), which provide the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time. Ensure personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking. Direct and control the management of the Technical Order Improvement Program and Suggestion Program for the wing. Manage critical compliance and configuration management programs. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Application must indicate 36 Months of experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
