Specialized Experience: One year of specialized experience that includes: 1) Administer administrative support programs for a multi-functional office by applying regulations to manpower, training, and personnel activities; 2) Coordinate administrative operations for a directorate by monitoring suspense actions while ensuring timely staff coordination; 3) Analyze management processes by evaluating procedures while recommending improvements to increase efficiency; and 4) Maintain time attendance records for assigned personnel by using automated financial systems while ensuring compliance with pay regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education

- Serves as the principal administrative advisor to the Directorate, managing and coordinating a wide range of administrative functions including manpower, training, personnel actions, budgeting, and office operations.
- Provides authoritative guidance on administrative policies, procedures, and regulatory requirements; evaluates the impact of new policies and recommends implementation strategies to improve organizational efficiency and effectiveness.
- Plans, analyzes, and executes management support activities, including program analysis, workflow improvements, and administrative studies to enhance mission performance and streamline operations.
- Manages the Directorate's time and attendance program, ensuring accurate reporting, compliance with applicable regulations, and providing guidance to supervisors and employees on leave, pay, and timekeeping matters.
- Oversees administrative programs including staff actions, supply management, government purchase card operations, and training coordination, ensuring compliance with established policies and internal controls.
- Administers the Directorate travel program, providing guidance on travel regulations, processing travel orders and vouchers, monitoring for compliance, and recommending improvements to increase efficiency and prevent misuse.
