Duties

The United States Space Force (USSF) at Schriever SFB, Colorado Springs, CO is searching for a Chief, Plans and Programs to support Mission Delta 6 (NH-2210-03, GS-12/13 Equivalent).

Description:
As a senior project manager, you will take the lead in shaping our organization's future by independently planning and directing the entire strategic programming and budgeting lifecycle. You will serve as the key integrator, translating high-level strategic goals into actionable, resource-backed projects. This role grants you the authority to develop and revise policies, drive efficiency, and serve as the functional expert on our most critical funding and requirements processes, ensuring the integrity of our long-range vision is maintained from conception to execution. Your analysis and reports will directly influence senior leadership and external stakeholders, making you the authoritative advisor on programmatic and budgetary decisions.

This is an opportunity for an experienced leader who thrives on solving highly complex problems and guiding team members to success. You will manage the end-to-end requirements process for a portfolio of acquisition-focused projects, ensuring every initiative is directly traceable to our operational and strategic objectives. A core function of your role will be to represent the organization in high-level meetings, establishing effective working relationships with internal and external leaders. You will be counted on to provide authoritative advice on the potential impacts of financial decisions on our mission capabilities, making you a critical voice in resolving significant resourcing and planning challenges.

Ideal Candidate:
Strong project management skills and experience, Project Management Institute (PMI) Project Management Professional (PMP) certification, full understanding of Department of War/Department of the Air Force budget and fiscal cycles and processes.

Key Skills and Abilities:
1. Mastery of the principles, policies, and procedures of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process, including the development of the Program Objective Memorandum (POM) and the justification of Unfunded Requirements (UFRs).
2. In-depth knowledge of qualitative and quantitative analytical techniques to translate broad strategic goals into specific, measurable, and resourced program requirements, and to conduct studies assessing the effectiveness of programs and processes.
3. Skill in oral and written communication to author persuasive reports, prepare and present executive-level briefings to senior leadership and external stakeholders, and provide authoritative advice on complex resourcing and programmatic issues.
4. Ability to establish and maintain effective working relationships with a diverse range of stakeholders, including senior leaders, technical experts, and financial managers, to negotiate solutions and ensure collaborative alignment of organizational objectives.
5. Skill in managing and directing complex projects and processes, including the ability to independently plan, organize, and oversee activities, manage data calls, and track program execution against cost, schedule, and performance metrics

Requirements

Conditions of employment

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret /SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
