Duties

The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Plans & Executions NGB A3/10. Responsible for formulating program goals, plans, and policies for the directorate''s mission. Serves as primary advisor to the Director, ANG Operations Directorate, NGB/A3/10 on all matters regarding readiness, planning and mobilizations, wartime, and domestic operations. Plans, develops, and directs advisory and support services for the national command-wide directorate mission. Serves as a recognized authority in the analysis and direction of operational plans and execution programs and issues. This is a key management position in which the incumbent is required to formulate, determine, and influence policy.

Duties
  • Plans, organizes, and oversees the activities of the ANG Operations Directorate and ANG Plans and Executions, NGB A3/10.
  • Exercises supervisory personnel management responsibilities.
  • Represents ANG Operations Directorate and ANG Plans and Executions with a variety of installation and functional area organizations.
  • Ensures effective operation and integration of programmatic actions into ANG execution.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be able to obtain and maintain a Top-Secret Clearance.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • The incumbent is subject to short or no-notice recall to duty for emergency situations or exercise.
  • Position may perform other related duties as assigned.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications

Conditions of Employment:
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code "O").
  • This position is a "Key" position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include expert knowledge of a wide range of ANG concepts, principles, practices, laws and regulations of Air, Space, Cyber, Intelligence, Nuclear, Information Operations, and Operational Plans and Execution and trends or current developments with these functions; Knowledge of interagency and operational planning processes and doctrine, national intelligence organizations, and other pertinent interagency organizations; Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of a wide range of ANG concepts, principles, practices, laws and regulations of Air, Space, Cyber, Inte1ligence, Nuclear, Information Operations, and Operational Plans and Execution and trends or current developments with these functions.
  • Knowledge of interagency and operational planning processes and doctrine, national intelligence organizations, and other pertinent interagency organizations.
  • Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate both orally and in writing, to negotiate complex issues and maintain good working relationships.
  • Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision making.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
