The Direct Reporting Portfolio Manager for Submarines (DRPM SUBS) unites the Program Executive Offices (PEO) for nuclear powered attack submarines (SSN), ballistic missile submarines (SSBN), Undersea Warfare Systems (UWS), AUKUS Pillar I, and the submarine portion of the Maritime Industrial Base Program. DRPM SUBS has complete oversight of the planning, programming, and budgeting process for SSN, SSBN, and SSGN submarine programs, future submarine programs, and in-service submarine maintenance and sustainment. U.S. Navy submarines ARE the undersea advantage against our adversaries.

An active U.S. Department of War (DoW) Secret security clearance.

Serco-NA is seeking a motivated individual to provide programmatic support to one of our Team Submarine customers. Serco-NA is looking for an energetic, enthusiastic and detail-oriented person to serve as the Administrative Officer for DRPM SUBS, who will work closely with the DRPM SUBS Chief of Staff and Chief Operating Officer along with Program Executive Offices, Program Managers, Deputy Program Managers, and key stakeholders.

The Administrative Officer should have former chief experience with extensive naval correspondence background. The Administrative Officer will be responsible for maintaining all correspondence processes and engaging with critical stakeholders.

To be successful as the Administrative Officer, you must have strong leadership and problem-solving skills to assist with the daily operation of the program office.

In this role, you will:
  • Proficient and knowledgeable in DOD and Naval Correspondence Manual SECNAV 5216.5 and Directives Management Manual SECNAV M5215.1 with a full understanding of the business rules as set forth by DRPM SUBS/PAE Undersea policy.
  • Ensure Flag Office achieves format accuracy compliance with 95% of all correspondence and policy packages submitted for review and final signature.
  • Ensure all outgoing and incoming correspondence complies with Department of the Navy (DON) formatting, policy, and routing requirements.
  • Review documents for accuracy, completeness, grammar, and compliance with Navy correspondence standards before leadership signature
  • Manage, track, and coordinate all official correspondence for DRPM SUBS, ensuring all outgoing and incoming correspondence complies with Department of the Navy (DON) formatting, policy, and routing requirements
  • Generate task completion reports to track efficiency and provide leadership with real-time visibility into task progress for informed decision-making.
  • Develop records management policies and procedures to meet Navy regulations.
  • Leverage strong oral and written communication skills to resolve problems, issues, or questions relating to records management.
  • Will complete other duties as assigned.


In this role, you will have:
  • An active DoW Secret security clearance and U.S. Citizenship.
  • A Bachelor's degree in business administration or a related field such as finance or economics. In lieu of education, 8 years of related experience,
  • An excellent written and oral communications skills
  • 8 years leading, managing, or overseeing multiple departments with an emphasis on communication, problem-solving, and leadership skills.
  • 8 or more years of experience with Navy acquisition and Submarine Programs.
  • A strong organizational and leadership skills.
  • Time management skills
  • A proven excellent interpersonal skill
  • The ability to multitask effectively
  • The ability to pay attention to details and to work based on available data and not guesswork
  • To be experienced as a project manager
  • The ability to be flexible both in relation to job-specification and schedules
  • The ability to solve problems
  • To be experience leading a project and interfacing with an end item customer.
  • The knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
  • Recent experience in Team Submarine would be ideal.
  • To be able to travel 10%.

Additional desired skills and qualifications:
  • An active NNPI account and CAC
  • An Active-Duty experience in the submarine service preferred.
