Job Description
The Business Analyst provides cross-functional analytical and documentation support across financial management, acquisitions, schedule management, and program administration. Supports the budget cycle, acquisition program documentation, IMS/CWBS maintenance, and IT portfolio reporting. Maintains program records, prepares briefing materials and status reports, and ensures the internal documentation library is current, organized, and audit-ready.
Principal Duties and Responsibilities:
• Provide analytical and documentation support across multiple functional areas including program administration, financial/budget management, acquisition support, and schedule management.
• Support the full PPBE (Planning, Programming, Budgeting, and Execution) cycle by preparing budget exhibits, spending plan updates, general ledger reports, and cost model inputs per DoD Financial Management Regulation.
• Develop and maintain acquisition program documentation including Capability Implementation Plans, Business Case Analyses, Acquisition Program Baselines, and program charter materials.
• Prepare, reconcile, and analyze financial data including Unliquidated Obligations (ULOs), Unmatched Disbursements (UUDs), and budget execution tracking across the fiscal year.
• Support IT Portfolio Budget Review (IT PBR) processes including SNAP-IT submissions, IT-1 documentation, 9b exhibits, and IT 300 preparation.
• Maintain and update the Integrated Master Schedule (IMS), Contract Work Breakdown Structure (CWBS), and CWBS Dictionary providing monthly schedule analysis.
• Maintain a current internal documentation library ensuring all program records, deliverables, and reporting artifacts are organized, accessible, and up-to-date.
• Prepare briefing materials, status reports, and program documentation using Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint) to support program reviews, audits, and leadership decision-making.
• Understands customer business objectives and assists with aligning the deliverables accordingly.
• Ensures compliance with internal quality standards and external regulatory requirements.
• Adheres to all certified processes as part of our commitment to maintaining the highest standards of quality and information security, which includes actively participating in quality assurance activities and ensuring the protection of sensitive information in accordance with our security policies.
• Performs other related tasks as assigned.
• Able to safely perform the essential functions of the job with or without reasonable accommodation.
Required/Desired Qualifications:
• Five (5) years relevant experience
• Experience in DoD financial and budgeting environment
• Active Public Trust clearance presently (U.S. citizenship required)
