Position Overview
Quantum Science Solutions (QSS) is seeking an IT Program Manager to lead and oversee complex technical systems supporting communications, cloud infrastructure, and enterprise operations. This role is responsible for managing integrated environments, ensuring reliable and secure operations, and coordinating across Sponsor staff, contractors, and vendors to deliver mission-critical capabilities.
The ideal candidate will bring strong experience in systems integration, cloud technologies, and technical leadership, with the ability to manage evolving requirements, support secure communications, and ensure compliance with regulatory and data retention policies.
Key Responsibilities
• Lead program management and technical oversight for complex systems, including communications, beaconing, cloud infrastructure, and enterprise platforms.
• Manage and integrate hardware, software, and network environments (WAN/LAN, firewalls, routers, mobile devices) to ensure reliability, uptime, and secure operations.
• Oversee system engineering and integration efforts across COTS and custom solutions, ensuring interoperability, performance, and alignment with mission requirements.
• Support system security, including encryption, VPN usage, A&A processes, and compliance with regulatory and data retention policies.
• Coordinate with Sponsor staff, vendors, and stakeholders to gather requirements, develop technical solutions, and resolve program issues and dependencies.
• Provide technical leadership, support training and operational activities, and ensure effective use of communication tools, cloud platforms, and mobile technologies.
• Recommend and implement enhancements, including new technologies, process improvements, and system capabilities to maintain security, stability, and efficiency.
Required Skills & Experience
• Demonstrated experience managing complex systems and technical programs.
• Experience with communications and beaconing solutions, including tracking hardware, software, and applications.
• Experience managing cloud infrastructure and using Microsoft cloud tools (Office 365, Azure, Entra, Intune, Teams).
• Experience integrating systems and supporting enterprise environments with both COTS and custom solutions.
• Experience with system assessment and Assessment and Authorization (A&A) processes.
• Experience handling sensitive data with discretion and sound judgment.
• Experience managing and maintaining mobile devices (Android), laptops, and tablets to ensure uptime and reliability.
• Experience configuring and troubleshooting network infrastructure, including firewalls, switches, routers, and WAN/LAN systems.
• Experience using encryption technologies and VPN applications.
• Experience gathering technical requirements and identifying constraints for operational and training environments.
• Demonstrated experience using map imagery applications.
• Experience providing technical leadership and supporting team collaboration.
