Site Security Officer

MANTECH seeks a motivated, career and customer orientated Site Security Officer to join our team. This position will work from a government facility in Manila Philippines.

Role Summary: Serves as the primary authority for the facility's security posture, managing the roadmap toward full TS/SCI accreditation and ICD 705 certification.

Responsibilities include but are not limited to:

• Develops and enforces the Construction Security Plan (CSP) to protect the integrity of the 2-story site during the entire lifecycle of the build.
• Oversees the deployment of the ACMS, IDS, and VMS systems to ensure they meet the specific monitoring requirements for a TS/SCI facility.
• Acts as the final reviewer for all TEMPEST mitigation strategies, including RF shielding and power line filtering.

Minimum Qualifications:

• 5+ years of relevant experience or a similar role in commercial or government construction.
• Proven, hands-on experience managing and successfully completing projects for cleared government or defense facilities.
• Demonstrable experience in SCIF construction and renovation, with a deep understanding of security accreditation processes.
• Experience with the installation and oversight of network technology and telecommunications infrastructure in a new construction environment.
• Willingness and ability to travel internationally and manage projects in diverse global locations.
• Dual-Jurisdiction Building Code Mastery: Expert knowledge of the International Building Code (IBC) and major US state/federal regulations, combined with expert knowledge of the National Building Code of the Philippines (PD 1096).
• Exceptional leadership, communication, and problem-solving skills.
• Ability to read, interpret, and work from blueprints, schematics, and technical specifications, including those related to secure facility design and network layouts.
• Proficiency in construction management software and tools.
• Bachelor's Degree in Construction Management, Engineering, or a related field. Certified Construction Manager (CRM) or a relevant professional certification may be substituted for a degree.

Clearance Requirements :

• Must have a current/active TS/SCI

Physical Requirements:

• Ability to maintain construction security oversight in outdoor environment; walk (with personal protective equipment) to inspect and document delivery of components and assembly/construction of structure.
