Help

  • Serve as the command's authority for all EDI-related operational budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for the USAFE-AFAFRICA major weapons systems' training and readiness portion of the USAF's Program Objective Memorandum (POM), Program Budget Request (PBR), Financial Plan (FINPLAN), and execution submissions
  • Ensure proper execution and provide financial advisory services for USAFE-AFAFRICA's segment of the EDI budget in support of assigned major weapons systems
  • Create a variety of complex accounting and funding documents and transactions making frequent and varied adjustments to individual accounts utilizing available/programmed fund codes
  • Serve as the only financial management representative for HQ USAFE-AFAFRICA EDI-funded major weapons system programs.

  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

  • Travel by regularly scheduled commercial or military conveyance in accordance with the joint travel regulation (JTR) may be required in performance of TDY. TDY travel may be required approximately 15% of the time
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program
  • This is position is coded as a "Testing Designated Position" (TDP) in compliance with the AF Civilian Drug Demand Reduction Program.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the, concepts, principles, practices, laws, regulations, and policies of budgeting and/or financing; and the financial budgetary relationship between subordinate and most senior levels of financial management and budgeting within the employing entity/or between the organization and programs of other North American Treaty Organization (NATO), the 51 nations in United States European Command (USEUCOM) Areas of Responsibility (AOR), and all U.S. Government (USG) interagency coordination and support for a substantive national program or agency business area and expenditure of Federal Funds.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of commonly used financial/budgetary principles, concepts, guidance, regulations, policies, and methodology to formulate, justify, and execute budgets and financial goals in support of the mission, goals, and programs of the organization.
  • Knowledge of the requirements, techniques, procedures, practices, and processes of generally acceptable financial management principles and standards.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of Department of Defense(DoD) and United States Air Force (USAF) organizations pertaining to major weapons systems' training and readiness requirements/events budget formulation and financial management to provide guidance to subordinate units.
  • Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structure sand of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, and combatant commander guidance and policies.
  • Skill in utilizing the full suite of information technology (computer programs/software, databases and automated tools) to satisfy job requirements AND skill in the analysis and resolution of complex problems.
  • Ability to lead, plan, organize, mentor, motivate, and direct teammates in providing detailed information requirements for creating complex POM, PBR, and funding documents to effectively fund training and readiness events AND ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy, to justify, defend, present, and/or advise on budgetary processes/actions and financial management.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
