Help
  • You will oversee project studies, designs, and construction schedules to ensure changes are concurrent with mission objectives and operational requirements.
  • You will develop procurement plans to meet life-cycle support needs (e.g., definition, analysis, design, development, integration of subsystems, modifications, field evaluation, final acceptance, follow on support).
  • You will monitor acquisition plans, contracts, or the performance of participating acquisition resource managers (PARMS) against established benchmarks.
  • You will analyze project performance data to solve operational problems in support of program goals and objectives.
  • You will manage project execution to ensure adherence to performance, cost, schedule, and deliverables throughout the life of the project.
  • You will serve as a project management expert to interact with personnel (e.g., program stakeholders, end-user organizations, program leadership, resource sponsors) in resolving programmatic or interoperability issues.
  • You will negotiate with an administrative contracting officer on program requirements, changes, deviations, discrepancies, and contract modifications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards. ADDITIONAL REQUIREMENTS/INFORMATION:

Security Clearance: Noncritical Sensitive - SECRET Access Positions:
The incumbent must be eligible to occupy a Noncritical Sensitive Position. Access to U.S. National Security Classified Information is required at the SECRET level, and the incumbent must be able to obtain and maintain a SECRET security clearance based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years.

Defense Acquisition Workforce Improvement Act (DAWIA):
This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 6000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Statement and Affiliation of Financial Interests: The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.

Telework: This position is eligible for telework on a situational basis.

Vehicle License Requirements: The incumbent must possess and maintain a valid state driver's license to travel to dispersed sites within the local commuting areas.

The work is generally sedentary with periodic need for site visits involving walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites.

Occasional surveys and inspections of the Navy and Marine Corps' infrastructure will require some physical exertion (For example, crawlspace inspections, above and below deck pier evaluations, etc.).

Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing.

Employee may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.

Tour of duty will be 3 YEARS.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
