Job Description

Duties
Help

  • Uses technical knowledge and expertise in the operation of real property maintenance (facilities, equipment, mechanical/electrical/utility/heating/ventilation/air conditioning/petroleum, oils & lubricants (POL), fire
    suppression/detection systems and aircraft/vehicle pavement maintenance functions to assure proper
    assessment of BOS performance.
  • Performs review of surveillance reports and interprets statistical data to determine how effectively the Real
    Property Maintenance tab of the account is being managed.
  • Educates base customers in the BOS's responsibilities and receives and processes complaints from base
    customers.
  • Analyzes and approves causative research worksheet statements for all unresolved discrepancies in accounts.
  • Prepares various reports, forms , operating instructions (OI's), correspondence, and other quality assurance
    documents.
  • Assists the PCAO in developing documentation for new requirements and changes to the Performance Work
    Statement. Assists in the evaluation of BOS proposals for changes to the PWS.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes applying practical knowledge of commonly applied mechanical, electrical, and civil engineering principles, concepts, and methodologies as they relate to real property maintenance. Knowledge of multi-faceted areas within real property maintenance (facilities equipment, mechanical/electrical/utility/heating/ventilation/air conditioning/petroleum, oils & lubricants (POL), fire suppression/detection systems and aircraft/vehicle pavement maintenance. Practical knowledge of contract surveillance and quality assurance principles and practices sufficient to apply techniques to difficult but well-precedent projects. Skill in written communication to prepare reports and present findings or recommendations.

EDUCATION: Two full years of graduate education or a master's degree directly related to the position
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Combination of graduate education directly related to the position and specialized experience NOTE: You must submit a copy of official college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of engineering practices, methods and techniques. Knowledge and understanding of real property maintenance and associated equipment to effectively evaluate the quality of service, identify deficiencies, determine the source and cause of problems, and recommend changes in operational methods, equipment, and or procedures.
  • Knowledge of established procedures and techniques for quality assurance and skill in applying established quality control plans and methods to all aspects of BOS performance.
  • Knowledge of general contacting terms. Knowledge of governing environmental regulation, procedures, manuals, and instructions.4
  • Knowledge of the procedures and terminology applicable to budgeting and accounting and finance.
  • Ability to apply analytical methods and techniques to resolve complex civil engineering and base operating services problems.
  • Skill to communicate effectively, both orally an in writing. Skill in establishing and maintaining effective working relationships.
  • Ability to analyze deficiencies, write, and prepare reports, and present findings and recommendations. Ability to plan, organize work, and meet deadlines.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
