Help

  • Plans, organizes, and directs the activities of the Special Air Missions Directorate (AF/A3M), ensuring that Directorate and subordinate Divisions comply with legal and regulatory requirements and meet customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents AF/A3M with a variety of installation and functional area organizations.
  • Maintains full oversight of Air Force Chief of Starrs Advance Agent program.
  • Executes the responsibilities of Lead, DoD Executive Airlift Scheduling Activities (EASA).

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
  • Must be a previously Rated Officer (pilot or navigator) with Special Air Mission experience.
  • Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II).
  • Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must maintain PSD approval to remain eligible to hold the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must keep a valid US Driver's License. Must be able to travel and perform other passport and visa related duties outside the local area as assigned. Travel (including local travel) not to exceed 10% may be required.
  • Must provide a statement of employment and financial interests.
  • May be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience in the execution and operations of the Special Air Missions Directorate (AF/A3M). AF/A3M is tasked as the DoD Executive Airlift Scheduling Activities (EASA) lead organization for the integrated use of Air Force, Army, Navy, US EUCOM, and US INDOPACOM executive airlift assets. AF/A3M provides special program management to ensure safe, reliable worldwide airlift of the President, Vice President, Cabinet Secretaries, members of Congress, Combatant Commanders (COCOMs), senior executive military, and high-ranking officials and dignitaries of the US and foreign governments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policy, authorizations and limitations imposed by U.S. Public Laws, Secretary of Defense and Secretary of the Air Force Directives to provide single Air Force travel policy interpretations.
  • Knowledge of aviation traffic management policies, principles and practices and extensive strategic flight planning expertise to determine mission priorities and consolidate executive airlift requests when practical.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
