Overview
Job Title: Business Development SpecialistLocation: San Diego, CA or Remote Job Summary: Rivet Operations Company, LLC has an opening for a Business Development Specialist to join our rapidly growing team in the Southern California area. The Business Development Specialist provides expertise to assist the company as we grow our business in the Government Contracts (GovCon) sector, with a primary focus on top-of-funnel activities, including prospecting, lead generation, and relationship building to create and maturing new business opportunities. As a Business Development Specialist, this role supports the full business development lifecycle, from opportunity identification through proposal submission, while contributing to pipeline growth, strategic partnerships, and market expansion. The ideal candidate demonstrates strong attention to detail, excellent communication skills (e.g. technical reading, writing, grammar, etc.), compliance awareness, and the ability to manage multiple priorities in a fast-paced environment. Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:
• Assist in identifying and contacting potential teaming partners through email communication
• Identify, qualify, and track new business opportunities within the DoD and federal marketplace, contributing to pipeline velocity and conversion efficiency
• Execute proactive prospecting and lead generation activities to expand the company's opportunity pipeline and support revenue growth objectives
• Review, analyze, and interpret government solicitations and contracts to identify strategic opportunities aligned with company capabilities
• Support the full business development lifecycle, including responses to Sources Sought Notices, Requests for Information (RFIs), Requests for Proposals (RFPs), and Task Orders
• Draft, edit, and format compliant and compelling proposal content, ensuring alignment with solicitation requirements and evaluation criteria
• Conduct detailed compliance reviews of proposal documents to ensure accuracy, completeness, and adherence to all instructions, formatting, and submission requirements
• Maintain a high level of attention to detail when managing documentation, tracking requirements, and preparing deliverables under tight deadlines
• Utilize CRM software to manage and track communication with potential partners and opportunities
• Work with GovWin, GovDash, C2P, GSA or similar platforms to research, track, and identify new government contract opportunities
• Collaborate with the Lead Proposal Manager to craft tailored elevator pitches and proposals for various domains
• Monitor and track different government agencies' activities and procurement trends to increase entry into new segments within the companies' capabilities
• Conduct market research and analysis to identify trends and potential target markets
• Assist in the development and maintenance of business development reports and dashboards
• Support the team in organizing and preparing for meetings, presentations, and events
• Collaborate with cross-functional teams to ensure seamless communication and alignment of business development efforts
• Craft, develop and proof communications (i.e., Task Order responses, Sources Sought, Market Research, Request for Information, Quotes, Proposals, etc.) Travel - Some travel may be requested to support conferences, exhibits and customer engagement activities. Less than 15% travel

• Currently enrolled in a relevant degree program [e.g., Business, Marketing, Economics, etc.] or recent graduate
• Strong written and verbal communication skills
• Demonstrated strong attention to detail, with excellent organizational and time management skills
• Familiarity with federal acquisition processes and experience supporting responses to Sources Sought, RFIs, and RFPs
• Experience supporting proposal development and detailed compliance reviews
• Analytical mindset with the ability to gather, analyze, and interpret data
• Self-motivated and able to work independently as well as in a collaborative team environment
• Eagerness to learn and contribute to the company's business development initiatives
• Strong proficiency in MS Office Suite, particularly Word, Excel and PowerPoint; and Adobe Acrobat Professional
• Experience with CRM tools and government opportunity platforms (e.g., GovWin, SAM.gov, GovDash, GSA, PIEE) preferred
• Hands-on experience in business development and government contracting (Dept of Defense is strongly preferred)
• Ability to manage multiple priorities and meet deadlines in a fast-paced environment
• Strong interpersonal skills and ability to build professional relationships
• Works well in a team environment Physical Requirements:
• Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. May include lifting to 25 pounds as necessary.
