Job Description
Must be a US Citizen who currently possesses a Secret Clearance. Must be local and onsite 4 days a week.
Job Responsibilities / Position Duties:
Coordinate, consolidate, develop, and maintain Operations and Maintenance (O&M) governance and programmatic documentation, including Department of the Air Force directive publications and related guidance (e.g., DAFIs, DAFMANs, UFC, policies, procedures, and trip reports). Support the review, drafting, coordination, and updating of these documents to ensure compliance with applicable statutory authorities, Client States Code, and Department of the Air Force policy and guidance, while incorporating higher headquarters direction and operational considerations across the enterprise. This effort includes collaborating with Secretariat offices and business partners across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and other stakeholders to ensure policy, guidance, and program documentation reflect enterprise requirements. Support also includes developing action plan recommendations, task and inquiry responses, issue resolution plans, and preparing briefings, meeting materials, after-action reports, and meeting minutes for leadership, OSD, and stakeholder forums under AF/A4C program management oversight.
Provide analysis and recommendations for incorporating higher-level and outside agency compliance requirements, as well as operational inputs from the field, into effective FSRM programming policy and guidance.
Review, analyze, develop, coordinate, staff, and track FSRM project approval request packages, including analysis of project requirements, execution methods and alternatives, and cost estimates. Packages may include programming documentation such as DD Form 1391s, cost estimates, line drawings, installation maps, Certificates of Compliance for Critical Planning Actions, facility board minutes, and other required supporting documentation. This effort requires familiarity with the Department of the Air Force facility approval process and coordination across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and Secretariat organizations. Support includes assisting action officers with responses to taskers, conducting project-level reviews while maintaining situational awareness of the overall FSRM program, and providing leadership visibility into the status of individual projects and the broader program portfolio.
Develop, draft, coordinate, staff, and track congressional notification packages related to funds available for operation and maintenance construction and repair projects, including approval packages and notifications required under 10 U.S.C. 2805 and 2811 and other authorities established through the National Defense Authorization Act, while coordinating across Headquarters Air Force and with AFCEC partners.
Track and maintain the status of enterprise-wide FSRM program execution as well as the status of individual projects. Perform trend analysis on the program, including non-centrally funded projects, identify areas of concern, develop recommendations for improvement, and provide reporting to the Department of the Air Force, OSD, and congressional stakeholders. Leverage data analytics and emerging analytical tools, including artificial intelligence where appropriate, to identify trends, improve project review efficiency, and support data-driven recommendations. Analyze and report on high-visibility and complex projects, generate compliance and requirements presentation materials and reports, support the planning and development of FSRM programs, and collaborate across the Department of the Air Force and other DoD agencies to support program execution and mission requirements.
Provide support and analysis in developing and executing training related to FSRM programming policy and approval processes and recommend modeling and analytical opportunities as they apply to FSRM policy, planning, programming, and execution.

Required Skills:
- Bachelor's degree is required
- A minimum of three (3) years of experience in facility and infrastructure requirements, processes, program management and analysis. Preferred experience in Air Force or DoD staff function (HAF, MAJCOM, AFCEC, AFIMSC) with the technical ability to perform duties related to facilities engineering and planning and programming.
- Able to grasp and competently apply policy for project requirements definition, programming, and execution. Experience in analyzing the effects of meeting Government requirements with the technical ability to analyze processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles.
- Headquarters experience with staffing approval packages for facility requirements.
- Civil Engineer experience in the US Air Force or US Space Force highly desired.
