Position Title: Business Requirements Specialist, Senior

Location: Remote (Must be within commutable distance of Lanham, MD)

Salary: $165,000.00 +

*This position is contingent upon award of contract

Position Summary:

Command Cyber Solutions, LLC (CCS) is seeking a Business Requirements Specialist (BRS), Senior to provide business requirements engineering and requirements management support for the One Big Beautiful Bill (OB3) Tax Credit Solution Development Services (TCSDS) contract supporting the Internal Revenue Service (IRS). This role is responsible for eliciting program requirements, facilitating build-to requirements with IRS stakeholders and Information Technology (IT) delivery partners, documenting requirements in JIRA, and ensuring alignment between business needs and technical implementation. The BRS works directly with IRS business users, Product Owners, IT delivery partners, and development teams to identify and document functional and non-functional requirements, decompose epics into user stories with clear acceptance criteria, maintain requirements traceability, and facilitate stakeholder feedback sessions to ensure solution alignment with business priorities. This position supports Agile requirements management by prioritizing requirements and user stories to enable rapid delivery of high-value capabilities, monitoring for scope creep, tracking impediments, and ensuring all planned work is appropriately managed in backlogs. The successful candidate will have demonstrated experience in business requirements engineering on federal IT programs with expertise in Agile requirements management, stakeholder facilitation, and requirements traceability.

Essential Duties and Responsibilities:
  • Elicit program requirements and facilitate build-to requirements with IRS IT Application Development (IT AD) and IT delivery partners for planned releases in coordination with the Product Owner(s) and development teams.
  • Conduct stakeholder interviews, requirements workshops, and facilitated sessions with IRS business users to understand business needs, capture functional and non-functional requirements, and document business rules and constraints.
  • Coordinate daily with development teams to clarify requirements, answer questions on user stories during sprint execution, and refine acceptance criteria based on technical feedback and implementation discoveries.
  • Collaborate with QA/Testing Engineers to ensure acceptance criteria are testable, support test case development, validate test coverage against requirements, and coordinate on defect triage to determine if issues stem from requirements ambiguity or implementation defects.
  • Work closely with the Technical Lead to validate technical feasibility of requirements, identify implementation constraints, and ensure user stories are appropriately sized and technically achievable within sprint timeframes.
  • Collaborate with the Enterprise Architect and Database Architect to ensure requirements consider architectural constraints, data dependencies, integration points with IRS enterprise systems, and alignment with target state architecture.
  • Support the Program Manager by providing requirements status updates, escalating scope creep or requirements conflicts, reporting on backlog health, and identifying impediments that prevent requirements clarity or stakeholder alignment.
  • Coordinate with the Product Owner(s) on backlog prioritization, acceptance criteria validation, and stakeholder feedback integration, ensuring requirements reflect business value and support iterative delivery strategies.
  • Document requirements in JIRA, ensuring alignment between business needs and technical implementation by creating well-formed epics, features, and user stories with clear acceptance criteria.
  • Decompose high-level business requirements and epics into actionable user stories that development teams can estimate and implement within sprint timeframes.
    Identify and track impediments and non-functional requirements including performance, security, accessibility (508), and integration requirements that span multiple features or epics.
  • Maintain requirements traceability by ensuring capabilities are traced to tests, acceptance criteria, and other work items in JIRA, supporting verification that functional and non-functional requirements have been delivered.
  • Facilitate stakeholder feedback sessions and solution demos to promote alignment between delivered capabilities and stakeholder needs, capturing feedback and translating it into refined requirements for Product Owner(s) consideration.
  • Assist with prioritizing requirements, epics, and user stories based on business value, dependencies, and stakeholder priorities to facilitate rapid delivery of high-value capabilities aligned with IRS business needs.
  • Assist IT delivery partners with making approved additions or changes to program-level artifacts including requirements documentation, process flows, and integration specifications.
  • Support development of requirements traceability reports showing that delivered capabilities map to approved requirements, tests, and acceptance criteria for Government oversight and compliance verification.
  • Support sprint planning by ensuring user stories have clear acceptance criteria, testable requirements, and appropriate level of detail for development teams to estimate and commit.
  • Participate in backlog refinement sessions to clarify requirements, answer questions on epics and user stories, and ensure stories are appropriately detailed for sprint planning.


Education, Certification & Experience:

Education:
  • Master's Degree in Business Administration, Information Systems, Computer Science, or a related field; OR Bachelor's Degree with 4+ years of additional relevant experience

Certifications:
  • Ability to obtain and maintain IRS Public Trust clearance (Required).
  • Certified Business Analysis Professional (CBAP) or Certification of Capability in Business Analysis (CCBA) (Preferred).
  • PMI Professional in Business Analysis (Preferred).
  • Certified Scrum Product Owner (CSPO) or SAFe Product Owner/Product Manager (POPM) (Preferred).


Experience:
  • 8+ years of professional experience in business requirements engineering, business analysis, or requirements management supporting federal or Department of War IT programs.
  • Experience eliciting, documenting, and managing requirements using Agile methodologies including decomposing epics into user stories with acceptance criteria in JIRA or similar tools.
  • Experience facilitating stakeholder sessions including requirements workshops, backlog refinement, and feedback sessions with Government business users and technical teams.
  • Experience with requirements traceability including mapping requirements to tests, deliverables, and acceptance criteria to support verification and validation activities.
  • Experience working with Product Owners and development teams in SAFe or Scrum environments to prioritize and refine backlogs for sprint and Program Increment (PI) planning.


Knowledge:
  • Knowledge of federal enterprise systems architecture patterns including API-based integration, service-oriented architecture, and data platform interoperability sufficient to identify requirements dependencies across interconnected systems.
  • Knowledge of requirements engineering practices in regulated, compliance-heavy environments including documentation standards, approval workflows, and traceability requirements for federal IT systems.


Skills:
  • Skilled at identifying dependencies and downstream impacts across multiple system components when changes to requirements are proposed, ensuring stakeholders understand the full scope and implications of their decisions.
  • Skilled at managing requirements conflicts and building consensus among stakeholders with competing priorities, technical constraints, and differing interpretations of business needs.


Abilities:
  • Able to recognize when requirements are ambiguous, incomplete, or technically infeasible early in the process and proactively engage the right people to resolve issues before they impact sprints.
  • Able to adapt communication style and level of technical detail based on audience, translating between business stakeholder language and developer technical terminology to ensure mutual understanding.


Working Conditions:
  • This position is performed primarily in a remote/home office setting, with periodic on-site presence required at the New Carrollton Federal Building (NCFB).
  • Standard work schedule is Monday through Friday during normally scheduled business core hours, with occasional evening or weekend work required to support production deployments, critical fixes, or Program Increment planning events.
  • Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
  • Must be able to meet at Government site within 24 hours' notice for critical coordination meetings, incident response, or stakeholder escalation.
  • Travel to IRS facilities in Lanham, MD, Washington DC, Farmers Branch, TX, Martinsburg, WV, or Memphis, TN may be required periodically for PI planning, technical reviews, or Government-requested coordination sessions.
